USAID/Ethiopia intends to award a five-year assistance activity, USAID Empowered Communities Activity (ECA) to improve healthcare outcomes through evidence-based and theory-grounded community ownership of health and strengthened social accountability systems.

The USAID/Ethiopia Empowered Communities Activity (ECA) will be funded with a majority of family planning funding and some maternal and child health funding; therefore, all expected results and proposed solutions should contribute to the betterment of the lives of women, children and men who access reproductive, newborn, maternal, newborn, adolescent, and child services, with a meaningful emphasis on family planning services.

This Activity is anticipated to be in the $25-$50M range. This solicitation is anticipated to be released in mid-April 2023 and awarded in September.

Pact seeks an experienced Finance and Grants Manager for the anticipated ECA opportunity. S/he will be responsible for the day-to-day and financial and grants operations of the project; train and mentor staff on policies and procedures, donor regulations and financial best practices; and working closely with the Chief of Party and Pact personnel to ensure compliance with all donor regulations and effective and proactive management.

The Finance and Grants Manager will report to the Chief of Party (administratively) and the Pact Ethiopia Finance & Operations Director (operationally). This position is contingent upon award.

Key Responsibilities

  • Finance and Grants Management and Monitoring

  • Oversee ECA project-specific financial management and grant management procedures. In collaboration with ECA staff, ensure that all grants, contract, and finance activities are administered in accordance with the terms and conditions of the donor.

  • Maintain strong financial management systems and processes for ECA, providing accurate, current, and complete disclosure of financial transactions as well as being compliant with Pact’s financial procedures.

  • Ensure financial monitoring systems provide timely and relevant reports to ECA’s Chief of Party and relevant staff, including analysis and tracking of grant commitments (i.e., cash advances), obligations, awards, and liquidations, in support of an efficient, accountable grants program. Ensure that all transactions are recorded in accordance with generally accepted accounting principles supported by relevant and verifiable source documents.

  • Ensure that disbursements are reviewed for allow ability and properly allocated to ECA.

  • Participate in sub-grant monitoring and technical support and equip appropriate staff to provide technical assistance to local sub-grantees in the area of financial management and compliance to improve efficiency.

  • Ensure pre-award surveys are conducted and that monitoring and financial support are provided for grantees.

  • Prepare and submit a monthly financial and sub-grant performance reports and supporting narratives – including review and documentation of program’s financial performance.

  • Vet sub-award data monthly, tracking obligations made and outstanding
    obligations; reconcile advances and related liquidations of expenses with the accounting system and related grants reports; maintain ultimate financial oversight of sub-award closeout and potential funds recovery.

  • Ensure that monthly account reconciliations are conducted and appropriate procedures are in place and executed, as applicable, to resolve any differences.

  • In conjunction with the Monitoring, Evaluation, Reporting and Learning (MERL) team, develop a financial monitoring and evaluation guideline, which reflects financial and administrative requirements at partner level.

    Supervisory responsibilities

  • Provide direct line management and supervision of a Grants officer; coordinate ECA finance activities with the Pact Ethiopia Finance team.

  • Budgeting and Financial Forecasting

  • Monitor ECA project’s annual budgets and long-term financial projections and make analysis available to the COP and other relevant staff.

  • Monitor proper management of cash flow, ensuring the program’s liquidity at all times. This includes preparation of cash flow forecasts on monthly and quarterly basis and planning for timely preparation and replenishments for sub-grantees.

  • Review monthly Project Status Reports (PSRs) received from headquarters. Provide the Chief of Party and Deputy Chief of Party with up-to-date financial status information and pipeline projections to ensure that project spending is in line with the budget and work plan, trigger actions for additional funding requirements.

  • Collaborate with others within Pact Ethiopia Finance and Grants team to prepare realistic financial forecasts and secure adequate and timely financing for the program.

    Basic Requirements

  • Master’s degree in business administration, finance or accounting or equivalent.

  • At least eight (8) years’ experience working in international development on donor-funded projects.

  • At least four (4) years’ experience in financial compliance and progressive supervisory work experience directly supervising, finance and grants staff.

  • Demonstrable experience with management and/or administration for USAID projects, including experience managing sub-awards.

  • Knowledge of U.S. government references including OMB Circulars (e.g. A-122), 22 CFR 226 and 22 CFR 228, ADS, CAS, FFATA and FTR.

  • Experience managing USAID contracts and/or cooperative agreements.

  • Fluency in English and Amharic (oral, writing, and reading).

  • Ability to travel within Ethiopia and occasionally internationally.

  • Proficiency in relevant computer applications, software, and databases.
