Job Description

I. Job Summary

CEWRR system strengthening officer will be based in Mizan at Zonal ASO office to support CEWRR system actors in Bench-Sheko and Majang Zones and report to CEWRR program managers based at Addis Ababa.

She/he is expected to plan and follow-up the implementation of CEWRR project– training, mentoring and other capacity development activities of the project and ensures the process quality is maintained.

Particularly the SSO will be responsible for proper documentation of the CEWRR project activities and processes and that lessons are documented and shared with a wider stakeholder group.

The general objective of the position is to follow up regularly the works of CEWRR actors and identify possible gaps to work on them and bridge such gaps to achieve the set project outcomes with high record on effectiveness and with maximum efficiency.

Specific Functions and Responsibilities Job responsibility # 1.

Project management

  • Facilitate & responsible for the execution of CEWRR project funded to support EWRR system piloting in a timely and cost-effective manner and ensure compliance with the terms and conditions of the agreement which Pact Ethiopia entered with the donor and government in designated zones (Bench-Sheko and Majang zones) under SNNPR, and Gambella in collaboration with Pact head office CEWRR team.
  • Develop work plans at project and individual level
  • Participate in the production of high quality reports in a timely manner for government, donor and other stakeholders
  • Perform a full range of consultative, advisory, information gathering, and analysis services on issues related to the capacity building.
  • Coordinate the tasks at zonal and woreda levels and provide the necessary support to Woreda, Zone and regional CEWRR experts as per agreed plan of operation.
  • Produce monthly report for his/her operations, and submit to Pact Ethiopia
  • Provide required project implementation support to CEWRR program team at Pact-Ethiopia
    oversee the work of seconded staff as deem necessary and coordinate the collection of timesheet for seconded staff in assigned zone
    Perform additional tasks whenever requested by the supervisor

    Job responsibility # 2. Coordination

  • Organize and coordinate the overall operational activities of project in designated regions and districts under the zone.

  • Participate in coordinated monitoring visits and meetings as per agreed schedules


    Job responsibility # 3. Networking and Representation

  • Establish effective working relationships with regional government and other CEWRR actors

    Job responsibility # 4. Capacity Building
    Monitor and identify capacity gas of CEWRR actors at regional, zone and woreda.



  • Plan and provide capacity strengthening initiatives for CEWRR actors
  • Follow up with CEWRR actors and record the impacts of capacity building efforts
  • Identify promising results/practices, document them and share with Pact Ethiopia.

    Job responsibility # 5. Other functions

  • Perform any other related duties that may be assigned by the line manager.


    Job Requirements

    I. Person Specification

    1. Education/training

  • BA/MA in Sociology, peace & security or in related social science fields.

    2. Experience

  • Five /Three years of related experiences in NGOs

    3. Technical Skills:

  • Ability to develop and maintain strong relationships with partners.
  • Good interpersonal communication skills and abilities to effectively liaise with staff, government and other stakeholders.
  • Fluency in written and spoken English and Amharic
  • Project management skills
  • Facilitation and coordination skills


    IV . Working Conditions and Level of Travel Required

    This position duty station will be In Mizan and oversee Bech-sheko and Majang zones and respective woredas, with frequent field travel.
