Job Description

We are seeking to recruit eight experienced Woreda Technical Advisors, with extensive expertise in Disaster Risk Management (DRM) and Food Security, specifically with working experience with Government and/or humanitarian systems.

About the programme

Building Resilience in Ethiopia (BRE) is a programme funded by the UK Department for International Development. This programme will support ‘the Government of Ethiopia in leading and delivering an effective, more self-financed and accountable response to climate and humanitarian shocks’.

The programme will also play a key role in better monitoring and evaluating humanitarian delivery in Ethiopia, particularly under the broader BRE programme.

About the role

The job holder will lead the Woreda Disaster Risk Management (DRM) and Scalable Safety Net (SSN) activities. The eight Woreda Technical Advisors will be posted in eight woredas spread over four Regions, likely to be two woredas in each of Oromiya, Amhara, SNNP and Somali Regions.

During the first phase of this assignment (approx. 3-6 months), the Woreda Technical Advisors will be responsible for monitoring and documenting existing business processes relating to humanitarian assistance and safety net systems, as well as understanding the capacity of the relevant regional and woreda Disaster Risk Management and Food Security sector teams.

The purpose of the monitoring phase is to identify bottlenecks between the systems, and opportunities for how improvements to the system can be made.

The first phase will lead to identifying targeted technical assistance which may be delivered through a range of national and international consultants in the second phase of the assignment. The second phase of the assignment is contingent on approval by the donor.

The Woreda Technical Advisors will be responsible for monitoring and supporting woreda level activities through support to the Woreda Office of Agriculture and other local stakeholders, ensuring adherence to OPM and donor guidelines and standards.

The WTA will need to:

Establish and maintain excellent working relations with government counterparts

Network with a range of stakeholders from a variety of institutions and disciplines

Channel and sequence technical assistance at woreda level in the most appropriate and effective way

Coordination with the other WTAs in other woredas and Regions
