    Building Resilience in Ethiopia (BRE) Programme

  • The Building Resilience in Ethiopia (BRE) programme is co-funded by UKAID and USAID and is intended to assist Ethiopia ‘become more resilient to climate and humanitarian shocks.’

  • This programme will support ‘the Government of Ethiopia in leading and delivering an effective, more self-financed and accountable response to climate and humanitarian shocks’.

  • Under the BRE programme, OPM is the Managing Agent for the delivery of technical assistance (TA) across three work streams: health, disaster risk management (DRM) and finance.

    The DRM Work stream

  • The National Disaster Risk Management Policy (DRM Policy) and DRM Strategic Programme and Investment Framework (SPIF) comprehensively outline the Government of Ethiopia’s (GoE) plan to prepare, manage and mitigate crises.

  • The National Disaster Risk Management Commission (NDRMC) holds primary responsibility for formulation of policy and for coordinating the activities of Other Government Departments (OGDs), civil society, private sector and international partners.

  • The DRM Policy and SPIF, as well as the DRM mainstreaming Guidelines were approved in 2013/14 and 2017 respectively.



    The DRM Work stream will be providing technical support and policy implementation to NDRMC focused on DRM Mainstreaming, Coordination and strengthening Early Warning system, Logistics Supply Chain as well as efforts in seeking Durable Solution for the internally displaced.

    The Role

  • BRE is seeking to recruit an experienced, dynamic DRM Advisor with knowledge, expertise and proven track record in Disaster Risk Management to be embedded in the NDRMC in Addis Ababa, Ethiopia. Reporting to the DRM Manager, this is a full-time position.

  • The DRM Advisor will provide selected NDRMC Directorates with technical and strategic advisory support.

  • The DRM Advisor will also liaise with NDRMC Directorates to ensure the smooth delivery of wider BRE technical assistance to the NDRMC.

  • In addition, the post-holder will be guided by the DRM Manager to build and maintain links with other organisations that are also providing the NDRMC with technical assistance. In this way, it will be possible to avoid duplication and ensure value for money.

    Roles and Responsibilities

  • The DRM
    Advisor will be embedded in the NDRMC but will also work closely with the BRE DRM team. S/he will perform tasks and undertake responsibilities as follows:

  • Forge and maintain excellent working relations with NDRMC Directorates, ensuring BRE’s technical assistance meets expressed NDRMC needs,

  • Assist NDRMC Directors develop consultancy terms of reference (ToR) for technical assistance support, communication facilitation and engage in the selection of appropriate experts,

  • Provide visiting technical assistance providers with support and contacts in the NDRMC in order to ensure the delivery of quality and timely outputs,

  • Monitor and report on the delivery of all BRE DRM technical assistance, ensuring compliance with BRE’s overall programme vision and development objectives and agreed work plans,

  • Remain informed of key DRM sector developments and build and maintain effective networks with other humanitarian actors, including UN agencies, NGOs, providing the NDRMC with technical assistance,

  • Work collegiately with BRE DRM workstream colleagues in order to support the emergence of a strong and effective team.

    Job Requirements

    Qualifications and experience

  • A Master’s degree in DRM, social protection, humanitarian affairs, economics, or in related discipline,

  • At least 7 years’ experience working in DRM or related field - early warning systems, safety nets/social protection, food security, and/or livelihoods, including three years in a senior expert or advisory role,

  • Experience of working in or with government, international organizations and NGOs engaged in humanitarian or development practice,

  • Experience in policy dialogue and processes, ideally at a senior level,

  • Good track record of working with multi- sectoral teams, managing workflows and tracking performance skills,

  • Excellent inter-personal and communication skills with an understanding of local and international working cultures,

  • A team-player, capable of seeing the ‘bigger picture’, and working strategically towards programme-wide objectives,

  • Ability to adapt or change priorities according to the changing situation within a mission or the organization itself,

  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work,

  • Knowledge and experience of a range of capacity-building techniques and practices,

  • Able to support the development of plans and budgets, to track progress and make necessary adjustments,

  • Written and spoken fluency in English and Amharic is essential and spoken fluency in Oromiffa, Somali, Tigrinia or other local language is a plus.

  • This role is being offered as a fixed 2-year contract, with possible extension. The expected start date is October 2020.
