    Background

    Following UNICEF 2017 study on the rural water management in Ethiopia, a model for an innovative approach was developed for managing large multi-village schemes, moving away from purely voluntary WASHCOs towards a semi-professional rural water supply service providing entity (independent one), referred as Rural Water Supply Utility.

    In line with this, Oxfam in partnership with UNICEF has designed project on improving management of rural water supply systems and access to sanitation facilities for the IDPS and community, with objectives improving the functionality of water supply schemes and access to sanitation facility in Somali region.

    As part of this project Oxfam and the Somali region water bureau will establish an independent Rural Water Supply Utility, in Shinele city of the Siti zone, Somali region, which will provide water for the rural community, maintain the system, as well as setting and collecting tariffs to cover costs.

    Team Purpose

    The project management unit (PMU) team will lead and ensure the rolling out and effective implementation of the rural water supply utility operation and maintenance model and also the promotion of hygiene and sanitation work of UNICEF funded project in the Somali region.

    Job Purpose:

    The Rural Water Supply Utility Technical Advisor is expected to provide technical support to the Project Management Unit (PMU) Team Leader, Rural Water Supply Utility Management Officer and for the Rural Water Supply Utility which is going to be established in the Somali Regional State.

    In the area of rolling out the utility model, organizing and establishing Rural Water Supply Utility, participating in studies like capacity and willingness to pay studies, business plan development, tariff development system/ tools, sustainable finance/investment system, developing effective complaint mechanisms.

    Key Responsibilities and Accountabilities

  • Lead the designing of the MEAL system for the project.
  • Provide technical Support to Oxfam in Ethiopia in rolling out of Multi-Village Water Supply management Model in Siti zone, Somali Region of.
  • Provide technical support to the PMU team and the Rural Water Supply Utility staff in the rural utility model rolling out.
  • Support Project Management Unit (PMU) Team Leader in planning and scheduling activities to ensure project milestones are met.
  • Lead the Rural Water Supply Utility related studies and research, and evaluate reports to ensure quality results.
  • Provide technical support in establishing Rural Water Supply Utility human resources, finance and logistics and procurement.
  • Advise in establishing system for performance contract between the Rural Water Supply
    Utility and the board.
  • Advise to create Rural Water Supply Utility performance monitoring system and incentives mechanism for management to meet and out-perform performance plan.
  • Provide technical support the Rural Water Supply Utility tariff development system/tools,
    Lead the Rural Water Supply Utility in the development of sustainable income/investment system.
  • Lead the development of effective and transparency users’ complaint mechanisms for the Rural Water Supply Utility.
  • Provide technical support in the assessment of the quality of works and make recommendations for improvement or modification as part of an ongoing monitoring mechanism.
  • Provide reports indicating progress against objectives and critical bottlenecks.

    Job Requirements

    Essential

  • Graduate Degree in management / economics / law / engineering or related disciplines from a recognised university with experience in public /rural utility formation / management in Africa or other part of the world.
  • Relevant experience of 7 - 10 years, with rural utility formation and management in Africa, preferably in an international NGO out of which 2 years should be supervisory / managerial experience.
  • Assessment, analytical and planning skills, with an ability to translate analysis into recommendations for practical action, including utility organization system development.
  • Knowledge and experience of the utility tariff development system design, autonomous governance system establishment and assets management system design.
  • Proven experience of effective integration of gender in rural utility formation.
  • Knowledge, understanding and a commitment to linking hygiene promotion with water and sanitation activities.
  • Good communication and interpersonal skills and ability to work well within a team.
  • Cultural sensitivity and ability to work under difficult conditions.
  • Good oral and written reporting skills (English) are essential.
  • Training and mentoring counterpart development skills.
  • Ability to work well under pressure and in response to changing needs.
  • Ability to cope in remote rural locations and travel extensively within project areas.

    Desirable

  • Similar experience in Africa.
  • Utility establishing experience.
  • Experience in Organization formation.
  • Research experience in Rural water supply O & M.
  • Exposure to Computer based Data analysis tools/ packages.
