Country Context

Oxfam Ethiopia is part of the global family of Oxfam International; operating in the country since 1974.

It has been implementing development and humanitarian programs in various parts of the country to address the immediate and strategic needs of people living in poverty.

The current country strategy (2015 – 2020) envisages “an Ethiopia free of poverty; where empowered women and other citizens influence and benefit from pro-poor and gender sensitive systemic changes that reduce their poverty and vulnerability and; an increase their socio-economic wellbeing”.

In 2016-17, the organisation consolidated its efforts to meet the needs of the most vulnerable and has reached more than 1.2 million people across Ethiopia with life-saving humanitarian assistance and longer-term resilience, livelihoods and gender based programmes.

Oxfam currently implements programmes directly and through partners across eight regions and one city administration including Amhara, Oromia, Tigray, Somali, Afar, Dire Dawa, Southern Nations, Nationalities, and Peoples Region (SNNPR) and Gambella.

Oxfam currently has about 300 staff, working across eight field bases and the country coordination office in Addis Ababa.

A one Oxfam approach and new operating model has been introduced for Vision 2020 and one of the key component of this is the establishment of an Executing Affiliate (EA) to operationalize the Oxfam programme in Ethiopia, under the oversight of the Oxfam International Country Director (OI CD).

Oxfam Great Britain (OGB) has taken the EA role in Ethiopia and as the legally registered entity in the country, it employs in-country staff, is the asset holder, primary contract signatory with in-country donors and suppliers, manages finances and provides back office support and IT systems, and represents the Oxfam Confederation in country.

Complementing the work of the Executing Affiliate are Partner Affiliates that provide funding (restricted and unrestricted), thematic expertise and influencing capacity.

Key Responsibilities and Accountabilities

Logistic Coordination & Planning

  • Maintain an overview of the logistics needs of the Ethiopia programme and work with the team to meet these needs in a timely and quality manner.
  • Work with programme managers / coordinators to identify logistics needs and develop strategies to meet them in a timely fashion.
  • Work with programme teams to develop procurement plans for each donor contract, and collaborate with field logisticians on delivering to these plans.
  • Support managers and proactively be involved in other aspects of programme planning, such as proposal writing, budgeting.
  • Prepare country – level logistics summary and analysis reports.
  • Undertake short periods of research or project work to document experience and build up institutional learning on logistical aspects of Oxfam's work.
  • Make assessments of the logistics issues of new situations e.g. transportation, new base set ups etc. with or on behalf of other staff, and reporting with recommendations for Oxfam.
  • In close collaboration with the line manager, Health and Safety Coordinator and Project Managers, assess the need for, and ensure that appropriate physical means are in place (Facilities, communications, safe areas, etc.) to ensure safety of staff in their respective duty stations and also to manage evacuations when necessary.

    Staff Management and Representation

  • To input/support the recruitment of logistics staff as well as recruit, train and supervise those under direct management.
  • Responsible to visit the field teams and programmes regularly in order to monitor the systems, procedures and assess performance of logistic personnel (and make recommendations and plan of action with regard this).
  • Establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters.
  • Ensure the implementation of actions in support of Oxfam values and policy,
    including gender and diversity mainstreaming.

    Matrix Management

  • Contribute to the monitoring of the capacities of all Programme logistics staff in Ethiopia. This will be achieved through mentoring and supervision and also through other learning forums and methodologies.
  • Support Programme Managers in Performance management of logistics staff according to Oxfam’s performance management system. Assist in the Matrix management line to set objectives, develop capacity, and evaluate performance.

    Partnership

  • Lead on the assessment and monitoring of Supply & Logistics capacity in partner organisations.
  • Ensure that the design and delivery of supply with implementing partners is collaborative
    Coordinate activities and resources with implementing partners to achieve common objectives.
  • Assess and monitor learning and development needs for partner organisations.
  • Manage, develop, and implement learning interventions for partners.

    Job Requirements

    Technical Skills, Experience & Knowledge

    Essential

  • Masters/Post-graduate academic qualification on Logistics and Supplies Management or related discipline (where appropriate in the local context)
    Relevant experience of 5-7 years for Masters and Post-graduate holders or 7-10 years for Bachelor holders, preferably in an international NGO out of which 3 years should be supervisory/managerial experience.
  • Extensive experience in logistics related skills as listed above (managing supplies, assets, team support, vehicle fleet management, security awareness and communications);
  • Strong analytical and strategic planning skills;
  • A proven record of effective management of people and resources, including planning and organisational skills
  • Excellent negotiation skills, and good interpersonal and team skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Experience of management/supervisory responsibilities, including support to development of others (including mentoring/ coaching, and team building experience);
  • Willingness to travel app. 40% to field bases;
  • Good working knowledge of English
  • Experience in insecure environments, and knowledge of the principles of security management;
  • Sympathy with the aims and objectives of Oxfam;
  • Commitment to humanitarian principles and action;
  • Commitment to Oxfam’s equal opportunity, Safeguarding and gender policies. Demonstrated experience of integrating gender and diversity issues into logistics programmes an advantage.
  • To be familiar with and abide by Oxfam’s and other relevant Code of Conducts, UN/Red Cross etc, Oxfam’s policies, procedures and other regulatory codes.
  • Strong leadership qualities to manage the team, motivate them and to influence other colleagues to perform, both within logistics and across other functions.
  • Excellent communication/networking skills to enable his/her team to articulate any issues to management as well as other stakeholders.
  • Demonstrated problem-solving and organizational skills.
  • Ability to prioritize, to make decision independently and to analyse data and understand connections.
  • Have procedural mindset, understanding of quality management principles, and give attention to details.
  • Be an individual with high standards of integrity, with excellent negotiating skills and ability to manage external relationships.

    Desirable

  • A qualification in humanitarian supply and logistics
  • Professional qualification in Procurement management like CIPS
  • Previous international work experience, ideally with non-governmental organisations;
  • Good knowledge of Helios system
