Job Purpose

  • Oxfam Kenya’s Humanitarian Programme incorporates both rapid and slow onset emergencies as well as building linages to longer term development and policy work. Oxfam Kenya applies a one programme approach that seek to support a holistic approach to humanitarian, development and advocacy for long lasting change in poverty reduction.

  • Oxfam in Kenya works primarily in consortia and with local partners across the ASAL counties and increasingly in urban informal settlements in Nairobi and recently Mombasa and Kisumu. It supports programmes to improve food security and WASH outcomes, through a system strengthening approach. Cash programming and market-based responses are becoming an increasingly important part of the portfolio. A feminist approach to humanitarian action and programmes that ensure the rights of women essential metrics by which we measure success.

  • In 2020, Oxfam’s focus is on supporting communities through the Covid-19 pandemic, and climatic crises such as floods, locusts and drought. Oxfam is continuing to strength its efforts to support local humanitarian leadership, and explore innovative ways to prepare, mitigate and respond to climate crisis.

    Key Responsibilities

  • In close cooperation with Humanitarian Programme Manager (HMP) and the partners in the ASAL Network, MEAL dept, Cash Programme staff and partners implementing SGBV projects:

    Tracking of projects’ grant contracts, budgets and reports - 20%

  • Support project managers in creating projects in the Oxfam project management systems (OPAL etc) by working with the Systems Officer and grants accountant and ensuring relevant data is input/uploaded in the system.

  • Help project managers to monitor performance and progress on designated projects including budgetary monitoring (BVAs, QMR etc) and monthly monitoring reports in donor format by flagging out reporting timelines and miscodes and providing an analysis of project under expenditure or over expenditure.

  • Draft or review project plans and budgets and reports based on secured grant contracts ensuring timely and quality reports are submitted to meet the donor and Oxfam requirements (both financial and narrative).

    Support to planning, implementation and management of projects - 25%

  • Be involved in the selection process of consultants, and preparation of necessary documents.

  • For cash-based programming, support HPM and partners deliver cash-based emergency interventions in ASALs, including ensuring that the Community Based Targeting criteria is adhered to.

    MEAL and Report Writing - 10%

  • Work with the MEAL team and partner MEAL focal points to ensure timely reporting and analysis of data/information.

  • Prepare program updates and briefings in consultation with the Director Humanitarian Systems Strengthening (D-HSS) for information sharing with others concerned parties and assist in maintaining coordination.

  • Support Oxfam’s communication unit in development of IEC materials, collecting human interest stories and blogs highlighting humanitarian programmes.

  • Coordinate required programme information for compilation of monthly sitreps ensuring teams report disaggregated data.

  • Undertake physical monitoring activities as approved in projects’ designs and in consultation with D-HSS, recommend any corrective measures to the project managers.

    Support the Development of New Program Strategies and Capacities - 25%

  • In close collaboration with the Funding Coordinator, technical staff and HPM support new program interventions by contribute to drafting project proposals.

  • Support partners to develop of new draft project proposals in close consultation with DHSS and HPM

  • Work with program teams
    in developing scenario and contingency planning for rapid response in the event of emergencies.

  • Working with HPM, identify programming gaps in capacity with partners (especially gender, protection and safeguarding and in sensitizing the beneficiaries of their right to safe programming).

    Mainstream Feminist Principles in humanitarian action - 20%

    In liaison with Women’s Rights Strategist;

  • Provide technical support to the humanitarian programme teams to ensure that Oxfam is advancing feminist principles.

  • Provide technical support to partners in implementation of women rights humanitarian projects, identifying gaps and developing training for partners.

  • Support implementation of specified components of humanitarian projects working on (S) GBV that include influencing public policies, budgets and decisions for the benefit of the target communities.

  • Support research, analysis and lobbying for RIC (rights in crisis) gender, representing Kenya Programme in Oxfam internal coordination meetings.

  • Analyse research findings and develop policy briefs ensuring that protection and gender issues are strengthened.

  • Manage consultants and researchers as required, in accordance with Oxfam policy and procedures.

  • Support the humanitarian programme teams to design and resource protection and gender specialised projects focusing on rights in crisis through concept development and proposal writing, liaising with the women’s rights team and protections specialists.

    Technical Skills, Knowledge and Experience

    Technical Skills and knowledge

  • A bachelor’s degree in gender, social sciences, law, governance or related field.

  • Understanding of linking humanitarian and longer-term development work.

  • Strategic, analytical and conceptual ability.

  • Well-developed communication & capacity building skills.

  • Experience of proposal writing, donor reporting and budgeting.

  • Skills in developing good relations within a diverse team as well as with other stakeholders.

  • Excellent organisational skills including the ability to meet deadlines.

  • Ability to be flexible and work under difficult circumstance.

  • Excellent verbal and written skills in English and Swahili. Knowledge of additional local language an advantage.

    Experience

  • At least 3 years’ progressive experience in project/programme management preferably in a humanitarian context.

  • Experience of integrated, multi-sectoral programming. An understanding of programming in one or more of the following areas: humanitarian assistance, rights in crisis, market-based response, social protection or disaster risk reduction issues.

  • Demonstrated experience of integrating gender and diversity into programme work.
