Job Responsibilities

Technical

  • analysis relating to extractive industry activities to identify underlying patterns and cycles that trigger vulnerability, stigma and discrimination, so that they can be effectively addressed.

  • At local level strengthen accountability in dealing with issues of access to Free Prior and Informed Consent and benefits from the EI by the most vulnerable women and men.

  • Support identification, assessment and relationship-building with potential partners and allies, ensuring appropriate standards and relevant approaches are used for each partner arrangement, including assessing partner needs and creating appropriate capacity building plans, detailing tools and methodologies, performance and accountability requirements and evaluation approaches;

  • Investigate and develop new project ideas including leading on an inclusive design process and writing the proposal or concept note;

  • contributing to ensure donor and other reports are done in a timely manner and to a high quality;

  • Participate in the development and Implementation of a comprehensive partnership approach in the delivery of EI and public policy work – linked to revenue and tax – and implement projects that build viable, independent and self-sustaining partner organizations.

  • Identify and support capacity development needs of partners and set out a plan for this development

  • Work in an interactive and coordinated manner with the other Programme Team members and identify and encourage synergies within and across programmes to achieve an integrated approach that supports the overall Country Strategy as far as practical;

  • Support the creation of strong internal EI public policy networks that encourages a joint accountability approach for achieving objectives, and that facilitates programme learning through sharing information and encouraging effective and inclusive dialogue and interactions within and outside of Uganda;

  • Undertake regular monitoring and evaluation processes to continually assess organizational performance and delivery against agreed results and recommend action to ensure delivery is achieved;

  • Ensure compliance with donor grant requirements, provide input into donor reports and support the management of donor visits as appropriate

  • Provide high quality reports according to donor contract agreements and Oxfam programme quality and learning reporting standards.

    Leadership

  • Working within Oxfam in Uganda OCS, provide facilitative leadership in Extractive Industry (EI) programming and public policy), help priorities key activities and issues, identify and coordinate the local to global interface and;

  • Anticipate, analyze and make recommendations on complex and diverse public policy issues

  • Adopt a “thought leadership” attitude, stay up to date with the latest thinking, undertake/commission organized research and analysis and spend time in reflective consideration to develop a comprehensive understanding of poverty, extractive industry cycle, public policy and revenue and budget accountability, and the issues that influence it

  • Actively participate in the country and (at times) regional & global development environment to identify opportunities to impact poverty reduction and to foster strategic institutional linkages, alliances and networks that enhance sharing, learning and collaboration

    Management

  • Project Manage all EI projects and related resources in line with CO internal policies.
    Adhere to all Oxfam project implementation requirements
    and standards, in relation to SAP management, purchasing, HR, finance, project cycle management, programme quality, programme learning etc;

  • Manage budgets against project and progamme plans to achieve the best return on available funds, delivering agreed programme objectives;

    Education

  • Advanced Degree in development Extractives and or Mineral policy social sciences and humanities, public policy and administration, economics. or other relevant field.
    Technical studies in the Extractives, human rights, environmental rights, extractives taxation and revenue management, Oil and gas policy development.

    Experience

  • 4+ years of mid-level leadership experience, preferably within a large development or humanitarian organization;

  • Experience of an international organisations will be an added advantage

  • Excellent knowledge of programme development and delivery approaches, tools, methodologies and best practices;

  • Advanced studies in Comprehensive knowledge and experience of implementing EI initiatives, ideally built on mature understanding of relevant issues derived from field experience.

  • A good understanding of gender, sustainable livelihoods, human rights and their links to EI, poverty and suffering is also key;
    Experience of and thorough understanding of a “Rights Based Approach”;

  • Some experience of the links between broader governance and public policy issues.

  • Knowledge of and experience in developing advocacy and campaign strategies and plans and successfully achieving external impact and change. Some experience in undertaking media presentations;

  • Knowledge of Oxfam project management systems

  • International or regional experience outside Uganda
