Oxfam therefore seeks to recruit a Donor Contracts Manager to lead on maintaining effective technical oversight and provide quality assurance on donor contractual compliance. The Donor Contract Manager will be responsible to ensure the country programme team (Program, Program Quality, Finance and other Support Functions) and partners plan on quality donor reporting.

Responsibilities:

Technical

  • Donor Compliance (30%) leads in upholding compliance with Oxfam and donor financial and operational policies and procedures. Review, develop/update and maintain donor contracts management operational policies, procedures and systems ensuring that policy and practice are aligned.
  • Responsible to ensure that all grants are implemented in compliance with the relevant donor regulations. Monitors and maintains an oversight on all contracts/grants in the CP and shares data with management for decision making and that all grant-related information is fully available to Oxfam staff.
  • Donor Reporting (25%) leads on reporting processes: develop reporting action plans, convene report writing processes and assure overall reporting quality, including overseeing submission of quality and timely reports according to Oxfam and donor regulations.
  • Specifically; maintaining the systems to track and monitor donor reporting, ensuring that narrative and financial reports meet minimum standards for quality, identifying matters of risk arising out of these reports for management attention, managing systems requirements for donor reporting. Producing monthly and quarterly reports on an aggregated basis for all live

    Contracts.

  • External Donor and Partner Engagement] responsible to work with Partner Affiliates focal points and donors in-country on grants management/programmatic issues for ongoing, past, and potential future projects, such as any unforeseen challenges to meet contractual obligations, report submission and spend rates/significant budget variances.
  • Lead application process and ensure compliance regarding (no) cost extensions, amendments, top ups, reallocation.
  • Coordinate the provision of specific technical support and training to partners to improve reporting, financial management systems and processes.
  • Prepare, review and modify Memorandums of Understanding (MoUs) and donor agreements in consultation with donors and appropriate staff.
  • Interact with Oxfam communities of practice working on donor contracts management and fundraising to represent the issues emerging from the programme, to remain up to date with internal good practice and to solicit capacity building and other support when necessary.
  • Donor related information management systems (15) responsible to ensure that the country programme staff are trained and effectively using the information management systems for restricted donor funding. Review and ensure that contracts information is recorded and maintained in CRIMSON regularly and meets minimum standards.
  • Support the country programme by monitoring and ensuring that the team use organisational systems and procedures appropriately on contracts management at all stages. Extract reports on the same and
    share with management for information and decision-making. -
  • Administer the information management system above country, and ensure that contract data is correct, current, and compliant. -
  • Support business processes associated with the start and close of the financial year.
  • Coordination coordinates with country programme teams to strengthen Programme Management and donor compliance.
  • With relevant teams (Program Managers and Heads of Units) monitor performance and efficiency of on-going donor projects by analyzing project monthly spend rates and highlighting possible problem areas; escalate any projected underspend where necessary.
  • Support monthly reviews and analysis of financial reports and reconciliations with budget holders and finance team, with attention to how resources can be better allocated to achieve program objectives.
  • Liaise with the Funding, Programme and Finance Managers to clarify specific donor requirements and guidelines and resolve queries on submitted financial reports.
  • Management No direct line reports envisaged at this stage. Advises country programme team on risks management, skills training and capacity building. Liaises closely with colleagues from global funding and affiliates.

    Requirements

  • Minimum requirement is a university degree or equivalent in Business Administration, Law, Economics, or International Development or other relevant experience.
  • Understanding of donor environment, understanding of funding issues in relation to Northern and Southern NGOs work in emergencies and development
  • Knowledge of capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management basis and experience of delivering capacity building programmes for national level organisations
  • Commitment to and knowledge of working with partner-led operational approaches, developing and supporting partner organisations to achieve direct impact and results relating to the programme objectives
  • Experience in Programme management skills
  • Excellent personal communication skills, in written and verbal English, with high impact influencing and persuasive skills an able to represent Oxfam to donors and external institutions
  • Experience in Finance and Grants Management, ideally with at least three years working in a supervisory position.
  • Ability to delegate, coach and develop staff particularly in Oxfam contracts and compliance procedures and requirements.
  • Ability to manage competing tasks; ability to prioritise and produce high level output consistently.
  • Proven analytical skills and the ability to think strategically
  • High levels of strategic and people management skills, able to support and mentor teams in their professional and personal growth and use a variety of strategies and approaches to motivate teams
  • Good research and analytical skills and ability to write quality reports and make recommendations for improvements
  • Competent in the use of computers especially spreadsheets (Excel), accounting packages, and word processing preferably Word.
  • Competent in the use of email packages.
  • Flexibility in terms of travel and working hours is a requirement of this role with the possibility of working away from the office for periods of up to 2 weeks at a time approximately 4 times in any 12 months.
  • Ability to cover in the absence of the Country Funding and Partnerships Lead.
  • Experience of working in a large INGO
  • Experience of working with Oxfam systems
    Kiswahili comprehension.
  • Driving Licence
