The Commission dates back to 1954 when Civil Service Commission was established by British Colonial Government following Holmes Commission Report, 1948; Civil Service Commission was advisory to the Governor in matters of appointments;

At independence in 1963 it was enshrined in the constitution and renamed Public Service Commission;

Independence Constitution had Regional PSC’s but abolished in 1964 following constitutional amendments;

It is the oldest Constitutional Commission and its mandate has expanded over the years.

The Commission then constituted of a chairman, a deputy chairman and fifteen members all appointed by the President.

The Commission, since then, has handled matters of human resource management in the public service especially the civil service and local authorities.

Constitution of Kenya, 2010 promulgated on 27th August 2010 reconstituted the Commission with a redefined and expanded mandate and a lean membership.

Terms of Service:

  • Three (3) Years Contract

    Basic Salary Scale:

  • Ksh.84,080 – Ksh.112,660 p.m. (Job Group (‘P’)

    For appointment to this grade, a candidate must have:

  • Served for a minimum period of three (3) years in the grade of Principal Nursing
    Officer, Job Group ‘N’;
  • A Bachelors degree in either Nursing or Midwifery from a university recognized
    in Kenya;
  • A Masters degree in any of the following disciplines: Nursing, Midwifery,
    Medical Surgical Nursing, Pediatric Nursing, Critical Care Nursing, Oncology and Palliative Care Nursing, Forensic Nursing, Community Health Nursing, Nursing Education, Nursing Management and leadership, Mental Health or
    Geriatric Nursing from a university recognized in Kenya;
  • A registration certificate issued by the Nursing Council of Kenya;
  • A valid practising license from the Nursing Council of Kenya;
    (vi) a certificate in Senior Management Course lasting not less than four (4) weeks from
    a recognized institution; and
  • Demonstrated a high degree of professional competence and administrative capability.

    Duties and Responsibilities:

    Duties and Responsibilities include: -

  • Developing, implementing and reviewing policies, standards, guidelines and
    programmes in the provision of nursing services;
  • Ensuring application of the nursing process at the service delivery unit of
  • Carrying out comprehensive health needs assessment in the area of specialization;
  • Monitoring and evaluating health care services in a health facility;
  • Coordinating the provision of appropriate healthcare services including Integrated
    Management of Childhood Illnesses (IMCI), Integrated Management of Adolescents and Adulthood Illnesses (IMAI), immunization and reproductive
  • Providing quantification and specifications for procurement of medical supplies and equipment;
  • Conducting research and preparing -reports; advising Health/Hospital
    Management Team (HMT) on matters relating to Nursing Services; and
  • Implementing continuing professional development programmes for nurses.
