The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

Under the article 1.2.a and 1.2.b of the constitutive charter of OEC the Deptt of Systems Enhancement and Endogenous Development is set up to perform the following core functions, to:

  • Provide Technical support, from a systematic perspective, in order to build balanced and inclusive educational systems

  • Provide technical support and institutional capacity building in the areas of systemic governance , curricula, teacher training ,and assessments

  • Host and Administer OEC Institute of Training

    Role Summary

    Under the overall authority of the Secretary General, guidance of Under Secretary General and direct supervision of the Chief of Section, Institutional Capacity Building & Policy Support , the Senior Specialist , Higher Education would be responsible for closely working with the larger SEED team on supporting the member states with respect to development of frameworks and strategies to expand higher education system to remote corners of the countries within the overall vision of BIE , more specifically focussing on aspect of trans-disciplinarity of knowledge alongside collaboration of academic and non- academic actors in the higher education space

    Duties:

    • Collaborate with the SEED team and other relevant departments at OEC to support and build capacity of key officials of member states in reviewing the reach and quality of their higher education systems.

    • Assist member states in developing and designing strategies for the expansion and contextualisation of higher education, especially in remote and rural areas, towards the democratisation of higher education.

    • Work with officials and specialists across levels in the higher education system to develop needed frameworks for ensuring the contextuality of various courses.

    • Work with the team to develop tools for reviewing courses offered at the higher education level in member states to ensure better trans-disciplinarity and develop a holistic/integrated understanding of the area of study.

    Competencies:

    • Strong
    and proven experience in the area of higher education.

    • Demonstrated experience in working with diverse stakeholders in the higher education space, including universities, accreditation bodies, etc.

    • Excellent proven experience in expanding higher education in remote and rural areas.

    • Ability to support strategisation around engagement of civil society and community engagement in higher education.

    • Leadership in capacity development of higher education institutions such as TVETs, colleges, polytechnics, and universities.

    • Excellent oral and written communication skills.

    • Ability to draw clear, concise, and executable work plans and strong conceptual thinking skills and ability to put the same into action.

    • Ability to operate sensitively and effectively in a multicultural environment and deal with cross-cultural sensitivity.

    • Relevant and progressively increasing responsibility leading programs focused on research, technical training, youth development, workforce development, higher education, livelihoods, private sector engagement, or other fields.

    Qualifications and Experience

  • At least 5 years of direct work experience at the senior level in the Higher Education space

  • At least 5 years of work experience around supporting improvement in Higher Education system including its expansion

  • Having 5 plus years of experience in University Social Responsibility area

  • At least 5 years of experience in building tools, techniques, process guidelines around the review of HE system, courses etc.

  • Master’s degree (or higher) in a relevant field such as higher education, educational planning & administration, technical and vocational education and training (TVET), adult and lifelong education, youth/adult learning, ICT and education, international development, or other related social/behavioural sciences or other related fields

    Language Requirements

  • Candidate must at least be fluent in English; additional knowledge of one or more other official languages (French, Arabic, Spanish) will be treated as an asset.
