General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Department of Public Relations and Engagement (PURE) are:

  • Democratise and disseminate the UDBIE and the programmatic activities of the OEC;

  • Bring attention to major issues of the OEC agenda, engaging with the general public to ensure its involvement and co-ownership through two-way communication channels;

  • Build a strong presence of the OEC on digital platforms and develop durable relations and partnerships with the news media;

  • Support other departments to achieve their goals through strategic communication.

    Duties

    The Chief of Section, News Media Relations is responsible for designing and implementing strategies for raising the profile of the Organisation of Educational Cooperation and its programmes in mainstream media: newspapers, radio and television channels. The post holder is also responsible for cultivating and maintaining sound relations with the media across the OEC and beyond in order to enhance OEC brand recognition and relevance as an international organisation committed to promoting and championing Balanced and Inclusive Education.

  • Under the supervision of the Under-Secretary-General for PURE, develop and implement a media strategy and work-plan - with appropriate indicators of success - as an integral part of the broader Departmental Public Relations and Engagement strategy, to help deliver the OEC Secretariat’s Strategic Plan.

  • Ensure that reporters and editors are effectively engaged with the OEC and its work, so that the relevance of the organisation is communicated to wider audiences

  • Develop, nurture and maintain relations
    and contacts with reporters/ journalists, editors, correspondents in both mainstream and digital media in the interest of OEC.

  • Deploy the use of both traditional and modern digital technologies, including social media to promote OEC’s programmes.

  • Oversee preparation by the Media team of concise media messages on all relevant topics for use by the Secretary-General, USG-PURE and other members of Senior Management; these should be updated on a regular basis.

  • Organise press briefings/press conferences for the Secretary-General and other senior management staff as needed.

  • Work closely with the Public Outreach and Strategic Communications Section to ensure that all public affairs activities are given greater public profile and media visibility.

  • Ensure the production – including drafting, as well as editorial oversight – of media advisories, press releases, public statements, presentations and speeches, ensuring that these products are produced to a high standard.

  • Ensure the targeted distribution of media advisories, press releases, statements and speeches of the Secretary-General, ensuring wide coverage across the OEC membership and beyond.

  • Where appropriate, attend internal and external meetings to represent the Department of PURE and the Secretariat, and provide advice where required.

  • Contribute to development of institutional public relations and communications policies.

  • Manage, motivate and appraise performance of section staff.

  • Performs any other duties as may be required from time to time.
