General Background

The OEC: The Organisation of Educational Cooperation (OEC) is an international intergovernmental organisation, founded in January 2020 by countries from across the Global South, to “contribute to the equitable, just, and prosperous social transformation of societies by promoting balanced and inclusive education, in order to attain the fundamental rights to liberty, justice, dignity, sustainability, social cohesion, and material and immaterial security for the peoples of the world”.

The main functions of the Bureau of Human Resources Engagement (HRE) are to:

  • Support in the screening, evaluation, and recruitment of qualified professionals for posts opened at the Secretariat;

  • Ensure the compliance with and the respect of staff rules and regulations;

  • Regulate and administer staff benefits;

  • Ensure a safe workplace environment that is conducive to performance and wellbeing.

    Job Title: Assistant Secretary-General for Human Resources Engagement

    Duty Station: Headquarters (Addis Ababa, Ethiopia)

    Duration: Indeterminate appointment

    Category and Level: M1, Step I (mid-level management)

    Role Summary

    Under the authority and direct supervision of the Secretary-General, the Assistant Secretary-General (ASG) for HRE is responsible for the overall management, supervision, and administration of the Bureau and the human resources support of the Organisation.

    This position provides the unique opportunity of joining the senior management team of a new international organisation, contributing to its lasting construction and influencing its future trajectory.

    Duties

  • Advise and support the Secretary-General on polices related to human resources and staff rules related and regulations;
  • Oversee and manage the Bureau’s staff and effective coordination amongst its units;
  • Ensure the Secretariat’s staffing needs are met in a timely fashion, in close coordination with other Departments;
  • Prepare reports and overall evaluations for the Secretary-General and for presentation to the General Assembly and Council of Member States;
  • Oversee the administration of staff compensation, benefits, and leave as well as
    disputes, investigations, performance and talent management, and trainings;
  • Identify, in close collaboration with Departments and other Bureaus staffing needs;
  • Keep abreast of trends, best practices, regulatory changes, and new technologies in human resources management;
  • Facilitate staff professional development, training, and certification;
  • Prepare procedures, policies, and frameworks to ensure a safe workplace conducive to performance and wellbeing;
  • Perform other duties as requested by the Secretary-General.

  • Ability to withstand and work effectively in stressful situations.

    Qualifications

  • At least 10 years of working experience in Human Resources or other related fields;
  • At least 3 years of work experience in a management role within an international and/or regional organisation;
  • Master's degree (or higher) in Human Resources or Business Administration, Management or other related fields

    Language Requirements

  • Candidate must at least be fluent in English and additional knowledge of one or more other official languages (French, Arabic, Spanish) is an asset.
