One Acre Fund Inventory & AP Junior Accountant Jobs in Rwanda; The Protection Cluster Coordinator ensures effective coordination of the National Protection Cluster in South Sudan together with the UNHCR Protection Cluster Coordinator and the rest of the Cluster Coordination team. The role represents the cluster in coordination fora and with key stakeholders, supports design and implementation of country‑level strategies and humanitarian funding processes, ensures appropriate Protection Information Management systems are in place, facilitates effective information sharing, and provides support and guidance to field clusters, focal points, and partners.
General Responsibilities
Facilitate and co‑chair national Protection Cluster meetings with UNHCR.
Ensure effective coordination of the protection response in South Sudan.
Ensure information exchange with partners and stakeholders on protection issues, gaps, planning, and funding.
Represent the Protection Cluster to government, donors, inter‑cluster groups, and other stakeholders.
Provide support and guidance to partners on needs assessments, coordination, project development, and funding utilization.
Provide capacity‑building to cluster partners and counterparts (UN Mission, government actors).
Build partner capacity, design technical tools, guidance, and facilitate trainings/workshops.
Specific Responsibilities
Facilitate and contribute to needs assessment, analysis, reporting, and development/review of strategic and contingency plans.
Ensure monitoring and reporting mechanisms are in place to review progress and outcomes.
Ensure cluster analysis and priorities are reflected in humanitarian country strategies and plans.
Ensure effective cluster participation and fundraising in pooled funding processes (SSHF, CERF).
Develop internal strategic action plan for operationalizing Cluster and HRP objectives.
Support development and implementation of HCT Centrality of Protection Strategy.
Conduct field missions to strengthen links between national and field clusters.
Enhance monitoring, tracking, documentation, and information exchange between sub‑national and national clusters.
Develop and
disseminate protection tools and guidance among partners.
Support establishment of Protection Information Management (PIM) systems.
Ensure development of relevant PIM products for coordination and advocacy.
Draft reports and briefs on protection concerns for partners, ICWG, HCT, donors, and government.
Identify advocacy concerns and consolidate policy positions among partners.
Liaise with donors to mobilize resources and update on priorities.
Promote NGO participation, particularly national partners, in cluster decision‑making.
Manage the grant funding the position, including donor reporting and proposal writing.
Implement grants in accordance with NRC PCM steps and tools.
Qualifications & Experience
Generic Professional Competencies
Postgraduate degree in international law, political sciences, or related field.
Minimum 5 years’ experience on protection issues in humanitarian emergencies, including inter‑agency work.
Excellent understanding of protection issues in emergencies and displacement.
Knowledge of humanitarian principles, assistance guidelines, and international legal frameworks.
Understanding of humanitarian coordination, funding, and leadership mechanisms.
Strong leadership, coordination, and interpersonal skills.
Strong analytical, planning, and drafting skills.
Excellent advocacy and representation skills.
Ability to work under pressure and make timely decisions.
Excellent written and oral communication in English.
Self‑motivated and observant of protection issues.
Context / Specific Skills
Previous experience in South Sudan is an advantage.
Ability to live and work in hardship duty stations.
Ability to work under stressful conditions, meet deadlines, and travel extensively.
Highly reliable, mature, and able to work independently and in teams.
Strong communication, representation, and negotiation skills.
Culturally sensitive and flexible.
Previous cluster coordination experience highly desirable.
Experience with humanitarian protection programmes and advocacy.
