Org. Setting and Reporting

  • In February 2013, 11 nations signed the Peace, Security and Cooperation (PSC) Framework for the Democratic Republic of the Congo (DRC) and the region, in a renewed drive to end the recurring cycles of devastating conflict in eastern DRC which impacts stability and development in the Great Lakes area of Africa. On 31 January 2014, two more countries, Kenya and the Sudan, became signatories of the PSC Framework.

  • The framework aims to help “address the root causes of conflict and put an end to recurring cycles of violence” in eastern DRC and the Great Lakes Region. In its Resolution 2098 (2013), the Security Council welcomed the signing of the PSC Framework. It called on the Special Envoy, in coordination with the Special Representative for the DRC to “lead, coordinate and assess the implementation of national and regional commitments under the PSC Framework, including through the establishment of benchmarks and appropriate follow-up measures”.

  • The Security Council further encouraged the Special Envoy to “lead a comprehensive political process that includes all relevant stakeholders to address the underlying root causes of the conflict”.

  • This position is located in the Office of the Special Envoy of the Secretary-General for the Great Lakes region in Nairobi.

  • This is a Fixed Term Job Opening and the selected candidate will serve for an initial period of
    one year, with a possibility of further extension.

  • Nairobi is classified as a “B” hardship duty station and a family duty station.

  • The incumbent reports directly to the Chief of Staff of the Office.

    Responsibilities

    Under the direct supervision of the Chief of Staff:

  • Participates fully in assigned operational activities related to the work of the office i.e., conflict prevention and resolution, political and governance institution building, civil society support work etc.; supports the Chief of Staff in ensuring a cross-office integrated approach that includes a right-based dimension, conflict prevention sensitivity and a gender perspective into the policy, planning and operational activities in support of effective mandate implementation, including the implementation of the United Nations Strategy for Peace Consolidation, Conflict Resolution and Conflict Prevention in the Great Lakes Region.

  • Prepares summary and analytical reports, code cables, regular reporting to UN headquarters, donor reports, briefing notes and talking points for the Chief of Staff, the Special Envoy and other senior staff. As requested, provides research and advice on assigned issues to the Chief of Staff and the Special Envoy, as well as selected partners of the Office, including regional and sub-regional organizations, UN entities in the region, offices of intergovernmental bodies concerning assigned areas of work, and the approach to various issues.

  • Prepares responses to official correspondence, comments, statements, and queries of parties. Develops and maintains relations with government officials and other representatives in the region at the working level and advises them on issues of mutual concern.

  • Participates as a team member in a team which deals with a variety of political and thematic issues in the Great Lakes region. Attends meetings to support the formulation of recommendations on ways to enhance mandate implementation, considers methodologies, and participates in developing guidelines, terms of reference and operational plans and timeframes for the team. Assists in planning, coordinating and supporting the Special Envoy’s engagements in the region and beyond, political and thematic initiatives, as well as programmes, projects and activities requiring mission and/or interagency involvement and participation. Represents
    the team at round tables, seminars and conferences.

  • Supports his or her supervisor in the formulation of the programme of work, recruitment, budget and medium-term plans of the Office by participating in meetings and compiling or researching issues related to the mission.

  • Performs other related duties as required.

    Education

  • Advanced university degree (Master's degree or equivalent) in political science, international relations, law or a related field is required. A first-level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional training in the areas of planning, monitoring and evaluation, facilitation and/or coordination is an asset.

    Work Experience

  • A minimum of five (05) years of progressively responsible experience in political science, international relations, humanitarian affairs, security, development management, conflict resolution or related area is required.

  • Experience in political analysis and advice is required.

  • Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds and programs) or similar international or non-Governmental organizations is required.

  • Experience in inter-agency coordination of political and/or programmatic initiatives required.

  • Experience working in or on a regional context, especially the Great Lakes region of Africa, is desirable.

  • Work experience related to peace and security issues in Africa and the Great Lakes Region is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French (both oral and written) is required.
