Office of the High Commissioner for Human Rights Human Rights Officer Jobs in Ethiopia;This position is located in the Office of the High Commissioner for Human Rights (OHCHR) in the Regional Hub for East and Southern Africa in Addis Ababa, Ethiopia. The incumbent reports to the Regional Director or his/her designate.
Responsibilities
Act as early warning and prevention team lead; develop and carry out appropriate early warning analysis, identify preventative measures to address human rights protection needs through remote monitoring or in-country missions.
Provide analysis to global prevention processes, including Regional Monthly Reviews (RMRs) and the United Nations Operations and Crisis Centre (UNOCC), in coordination with relevant sections.
Establish and maintain partnerships with relevant early warning systems in the region.
Act as emergency response capacity for rapid deployment and provide immediate start-up capacity in relation to human rights and humanitarian emergencies.
Review, monitor and evaluate activities relating to the implementation of international human rights instruments, including recommendations of treaty bodies and Human Rights Council mechanisms.
Research, collect and analyze information and documentation pertaining to emerging human rights concerns.
In coordination with the Information Management Officer, finalize products that present analysis in visually compelling and easily digestible formats.
Guide and oversee the development of analytical human rights information products to support OHCHR’s work on early warning, prevention and humanitarian action.
Prepare relevant human rights sections of reports for the General Assembly, Human Rights Council and other bodies.
Prepare notes on the status of ratification of human rights instruments and related matters.
Serve as team leader and coordinate staff, planning and budget-related functions within areas of responsibility.
Actively contribute to the community of practice of regional Emergency Response Teams, the Crisis Preparedness and Response Section, and other relevant sections.
Work with UN and non-governmental programmes and support Country Leads in integrating human rights, including gender dimensions, into programmes and operations.
Support the integration of human rights into humanitarian and development analysis, planning and response activities.
Ensure up-to-date information regarding substantive human rights issues and make recommendations on actions to be taken.
Engage with UN entities, international organizations and governments on coordination and policy matters.
Brief representatives and provide recommendations in coordination with the Regional Director and Country Leads.
Assist in building capacity and awareness among national and international partners, including governments and National
Human Rights Institutions (NHRIs), on the protection of human rights in humanitarian emergencies.
Train and supervise new and junior staff.
Perform other related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in Law, Political Science, International Relations, Social Sciences or a related field is required.
A first-level university degree combined with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
