Office of the High Commissioner for Human Rights Chief of Investigations Jobs in South Sudan; The Office of the High Commissioner for Human Rights (OHCHR) is seeking a Human Rights Officer to lead the Investigations Team within the Commission on Human Rights in South Sudan, based in Juba. The successful candidate will manage day‑to‑day operations, oversee investigative missions, ensure gender perspectives are integrated into all work, and contribute to high‑quality reports and accountability measures.

Responsibilities

  • Manage daily operations of the Commission’s investigations team.

  • Participate in and organize missions to sites of violations.

  • Serve as first reporting officer for Human Rights Officers/Investigators.

  • Develop investigations, information‑gathering, and operational plans in line with OHCHR methodology.

  • Adapt methodologies and tools to collect and process data.

  • Oversee, guide, and conduct interviews and evidence‑gathering activities.

  • Ensure protection of victims and witnesses, using effective referral pathways.

  • Coordinate drafting of internal analyses and revise team inputs for final reports.

  • Ensure secure handling, storage, and preservation of information and data.

  • Integrate gender perspectives into investigations, analysis, and reporting.

  • Perform other related duties as required.

    Competencies
  • Professionalism: Strong knowledge of human rights issues, analytical skills, and ability to draft reports.

  • Teamwork: Collaborative approach, valuing input and supporting group decisions.

  • Planning and Organizing: Ability to set clear goals, identify priorities, and manage resources efficiently.

  • Managing Performance: Delegates responsibility, provides feedback, supports staff development, and appraises performance fairly.

    Education
  • Advanced university degree (Master’s or equivalent)
    in law, political science, international relations, or related field required.

  • First‑level degree with two additional years of qualifying experience may be accepted.

    Work Experience
  • Minimum of 7 years’ progressively responsible experience in human rights, international humanitarian law, or international criminal law required.

  • At least 2 years’ experience in investigations of human rights law violations required.

  • Minimum of 2 years’ experience leading a team desirable.

  • Experience working in or on the region desirable.

    Languages
  • English required.

  • French is also a working language of the UN Secretariat.

  • Knowledge of another UN official language an advantage.
