Office for the Coordination of Humanitarian Affairs Humanitarian Affairs Officer (Risk Management and Compliance) Jobs in Ethiopia;This consultancy is part of a technical assistance project on services trade implemented by the United Nations Economic Commission for Africa (ECA) in collaboration with the Governments of beneficiary African countries.

The project contributes towards unlocking the potential of services trade in Africa, particularly to support the effective implementation of the African Continental Free Trade Area (AfCFTA).

A key challenge is assessing the contribution of services sectors to economies and understanding the complexity of regional and global value chains that are essential for services to thrive. The project aims to strengthen national capacities to measure trade in value added, assess the contribution of targeted services sectors to regional and global value chains, and support the development of policy frameworks that enable services-sector growth.

The current phase focuses on assessing the financial services sector’s integration into regional value chains in Tanzania, Ghana and Mauritania within the framework of AfCFTA implementation. It includes capacity-building activities on trade in services, Trade in Value Added (TiVA) analysis, data collection and analysis, preparation of studies, and development of national action plans.

Duties and Responsibilities

Under the overall guidance and coordination of the ECA Project Leader and the direct supervision of assigned focal officers, the consultant will:

Serve as the Lead International Consultant and Trade in Services Specialist for the project, providing substantive guidance on conceptual, empirical, methodological and policy issues related to trade in services and service value chains, particularly within the African context.

Lead collaboration with the International Quantitative Consultant and ECA in organizing and designing a five-day Training-of-Trainers (ToT) workshop on trade in services and Trade in Value Added (TiVA).

Lead, in collaboration

with the International Quantitative Consultant, the preparation and updating of training materials for the ToT workshop, including background papers, methodologies, presentations and datasets.
