Office for the Coordination of Humanitarian Affairs Finance Officer Jobs in Ethiopia; Funds are allocated to humanitarian actors for ongoing operations and to respond to new emergencies. The Finance Officer may supervise staff and is expected to surge to other countries in the region as needed and at short notice.

Responsibilities

  • Verify Implementing Partners (IP) financial documentation.

  • Liaise with companies conducting financial audits and spot-checks, ensuring compliance with UN Financial Regulations and Rules (UNFRR).

  • Review grant agreements and supporting documents for accuracy, consistency, and compliance with UNFRR and Country-based Pooled Funds guidelines.

  • Review and advise on project budgets, grant agreements, amendments, and no-cost extension requests.

  • Audit financial reports to ensure alignment with signed agreements and project budgets.

  • Maintain updated records of disbursements to IPs.

  • Follow up with IPs to obtain interim and final financial reports.

  • Confirm amounts for additional disbursements and initiate reimbursement processes.

  • Conduct financial spot-checks in line with operational modalities.

  • Oversee audit processes, including contracting external auditors, clearing audit reports, and ensuring follow-up of critical findings.

  • Support IPs on compliance with UNFRR and HFU guidelines.

  • Maintain cash flow records for the Fund and inform the Head of Office on availability of balances.

  • Support fund analysis to inform future allocations.

  • Prepare financial analysis for standard and ad-hoc reporting requirements.

  • Provide input for HFU Annual Reports.

  • Ensure timely financial reporting in compliance with donor requirements.

  • Liaise with relevant OCHA sections at HQ.

  • Stay updated on documents/reports/guidelines related to programme and OCHA budgets.

  • Perform other related duties as assigned.

    Competencies

  • Professionalism: Knowledge of humanitarian financing and related issues. Strong analytical and evaluative skills, ability to conduct independent research, apply judgment under pressure, and incorporate gender perspectives.

  • Planning & Organizing: Ability to set clear goals, prioritize activities, allocate resources effectively, foresee risks, and adjust plans as needed.

  • Accountability: Takes ownership of responsibilities, delivers outputs within prescribed standards, supports subordinates, and ensures compliance with organizational rules.

    Education

  • Advanced university degree (Master’s or equivalent) in business administration, finance, or related field required.

  • First-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of advanced degree.

    Work Experience

  • Minimum of five (5) years of progressively responsible experience in finance, administration, budget, or related area required.

  • Experience in humanitarian financing required.

  • Experience in capacity assessments and strengthening of NGO partners desirable.

  • Experience managing a team desirable.

  • Experience in risk and compliance desirable.

    Languages

  • English required.

  • French desirable.
