Nursing Council of Kenya Deputy Director, Human Resource & Administration Jobs



Key Responsibilities

  • Coordinate development, implementation, and monitoring of HR and Administration policies, frameworks, and strategies.

  • Lead workforce planning, staffing analysis, succession planning, and talent management.

  • Manage recruitment, selection, induction, deployment, promotion, transfer, and separation processes.

  • Oversee performance management systems, contracts, appraisals, and improvement initiatives.

  • Coordinate employee learning, training needs assessments, mentorship, and leadership development.

  • Oversee employee relations, disciplinary processes, grievance management, and industrial relations.

  • Administer staff compensation, payroll, pensions, gratuity schemes, medical insurance, and welfare programmes.

  • Maintain staff establishment records, job descriptions, organizational structures, and HRIS.

  • Coordinate job evaluation, organizational design, and career progression.

  • Ensure compliance with labour laws, public service regulations, and governance requirements.

  • Manage administration services including records, office administration, transport, fleet, safety, and outsourced services.

  • Promote staff engagement, wellness, diversity, inclusion, and productivity.

  • Coordinate departmental budgets, procurement plans, work plans, and performance reports.

  • Support HR automation, digital transformation, and HRIS implementation.

  • Supervise, mentor, coach, and evaluate departmental staff.

    Qualifications & Experience

  • Master’s Degree in HRM, Public Administration, Business Administration, Industrial Relations, or related field.

  • Bachelor’s Degree in HRM, Public Administration, Business Administration, Industrial Relations, Social Sciences, or related field.

  • Certified Human Resource Professional (CHRP‑K).

  • Membership of the Institute of Human Resource Management (IHRM) with valid practising certificate.

  • Leadership Course lasting not less than four (4) weeks.

  • Proficiency in computer applications.

  • At least ten (10) years’ HR and Administration experience, with three (3) years in management.

  • Demonstrated results in workforce planning, talent management, employee relations, and performance management.
