Job Purpose:

  • This position is for the overall strategic management of the hospital which includes the coordination and supervision of the Hospital Management Team (HMT) and its effective decision making.

  • He or she is the highest ranking executive in the hospital.

  • All other executives (e.g. Hospital Administrator, Medical Director, Health Training School (where applicable), Nursing Director, Head of Finance, and Human Resources) implement the hospital plan but only with the authority or approval of the Chief Executive Officer.

    Responsibilities

    Main responsibilities include:

  • Leading the hospital to achieve the goals and objectives set by the Board of Governors;

  • Leading, guiding and evaluating the other executive officers or heads of department including the training school where applicable;

  • Developing and implementing high-level / overarching strategies and facilitating the scaling-up of the hospital’s capacity to meet and exceed existing service demands – with support of the Hospital Management Team;

  • Making major corporate decisions with the Board of Governors and Hospital Management Team in consultation with relevant Committees of The Board of Governors and with the authority or approval of the Board of Governors

  • Providing oversight and coordination over the administration of all operations including finance, human resources, compliance, technology, facilities, and internal controls – He or she is therefore the final technical person answerable to the Board for operations and resources of the hospital;

  • Acting as the main point of communication between the Board of Governors and the Hospital Management;

  • Building and maintaining strategic partnerships locally, nationally and internationally;

  • Supervising the Hospital Administrator and other executives; and

  • Witnessing the obligations of the Hospital on major / strategic decisions e.g. signing of Contracts by the Chairman of the Board of Governors.

    Duties

    In addition to the responsibility entailed by his or her professional post, the Chief Executive Officer has the following duties:

  • Fosters and engenders a harmonious and effective interface between the Board of Governors and Management especially with regard to the Board’s execution of its oversight role;

  • Supports operations and administration of the Board by advising and informing Board members, and acting as the direct interface or link between the Board and staff;

  • Reviews regularly, overarching organizational performance in all key strategic areas, responding appropriately, and updating the Board at least quarterly;

  • Serves as Secretary to the Board of Governors and ex-officio member of the Board;

  • Heads and chairs the Hospital Management Team;

  • Organizes the work of the Hospital Management Team;

  • Supervises and appraises members of the Hospital Management Team (e.g. Hospital Administrator/ Finance Director, Nursing Director, and Medical Director);

  • Acts as the spokesperson of the DHT to the Board of Governors;

  • Supervises and ensures that all managerial functions of the hospital are carried out satisfactorily (Heads of Department functions, committees, sub-committees, departmental meetings, staff meetings);

  • Ensures the collection and analysis of all hospital performance data, and do correlation between inputs, outputs and outcome;

  • Plans and works for the equitable sustainability of the Hospital;

  • Ensures that the hospital’s resources are properly managed (finance, human resources, equipment and other infrastructure, information);

  • Obligates expenditures of the hospital from the budget approved by the Board of Governors;

  • Ensures transparency and timely accountability as per the required timeframe; and

  • Undertakes, but on a limited scale, clinical duties.

    Key Outputs

  • A current strategic direction / strategic plan is in place;

  • Annual work plan, complete with budget, is in place and approved by the Board of Governors;

  • The governance structure (Board of Governors and its committee) are facilitated and are functional;

  • All required reports (performance
    / analytical) are in place timely;

  • Demonstrable growth or improvement in performance of the hospital and meeting of operational and strategic targets;

  • High or increasing clients / patients satisfaction is achieved and sustained;

  • A committed and motivated workforce is in place;

  • Continuous Professional Development for staff is conducted;

  • Resources are adequately mobilized for operations and sustainability of the Hospital; and

  • Strategic partnerships are built and are being maintained.

    Person Specifications

    Basic Requirements

  • A Bachelors Degree in Medicine & Surgery (MBChB) obtained from a recognized institution of higher learning;

  • A Masters of Medicine (MMED) in a clinical discipline obtained from a recognized institution of higher learning;

  • Medical Experience but with demonstrable Health Services Management.

  • At the minimum, a Post graduate Diploma in Business Administration and Management or Health Services Management;

  • Fifteen years of active practice with a minimum of five years of managerial experience in the health sector;

  • Demonstrable digital literacy; and

  • Licensed to practice medicine in Uganda.

  • Has functional acquaintance with Higher Education Leadership processes, and with the Universities and Other Tertiary Institutions Act; and

  • Has a good understanding of the tenets of Corporate Governance, Risk Management and the Hospital’s institutional compliance regime.
