The M&E Manager role is key to achieving the ambitions of NRC Ethiopia in monitoring and evaluation, and ensure the effective management of this function.

You will be responsible for the strategic direction and quality assurance of monitoring and evaluation in the Ethiopia Country Office(CO). You will design and implement the strategy, policies and procedures, and the budget for monitoring and evaluation; as well as generate evidence and learning to feed into programming and decision-making.

The role holder will maintain the current and newly revised M&E system, and be respectful of the consultative process and training invested in setting up the system over the past years, providing support to both M&E and wider program teams. The M&E Manager will play a key role in ensuring that the CO is meeting and exceeding M&E minimum standards

Specific Responsibilities

  • Implement and contextualize NRC East Africa and Yemen M&E framework and SOPs.

  • Develop and regularly update the Country MEAL strategy.

  • Ensure consistency of approach at all levels in the M&E in collaboration with program staff using M&E tools developed.

  • Oversee and take the lead in the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, and accuracy in line with the theory of change and logical framework approaches (LFAs), best practices and project management.

  • Involve in project development and help to ensure that project proposals include a robust M&E sections in line with NRC standards.

  • Support partners and/or consultants in conducting baseline surveys, mid-term reviews and final evaluations.

  • Designing tools, checklists, and schedules for collecting data at the input, output, and outcome levels in association with the relevant program staff and based on the changing needs and requirements of NRC Ethiopia

  • Quality assurance on quantitative M&E data and reports.

  • Provide technical support to data collections as required, in close collaboration with program staff

  • Provide capacity-building training on Project Cycle Management, data collection and analysis.

  • Share learning from the M&E process and document case/success stories overall programming share with the wider team

  • Lead the operationalization of the NRC Ethiopia CFM system and develop/build upon existing Standard Operating Procedures (SOPs) for CFM within the area office.

  • Serve as primary contact for
    all CFM-related issues at the CO.

  • Communicate and disseminate NRC CFM standards and guidelines within NRC and conduct training, capacity building, and mentoring of all staff involved.

  • Further develop existing guidance and frameworks for Country Office procedures, policies, and processes that assist in institutionalizing and supporting CFM in the country.
    Provide support to program managers in reviewing information across projects, to ensure that feedback and complaints are considered in program management decisions.

  • Develop and regularly update the M&E work plan that includes all ongoing projects and planned M&E activities.

    Generic professional competencies for this position:

  • BA/MA/MSc in Economics, Statistics, Business administration, and other related fields

  • At least 4 years of experience in an international NGO preferably in an emergency or post-conflict setting or related field.

  • Technical proficiency in data collection, analysis and research.

  • Excellent computer knowledge with command of MS Excel among other packages of MS Office.

  • Experience on working with software for data collection (e.g. ODK, Kobotoolbox), data analysis (e.g. SPSS, STATA) and data visualization (e.g. Power BI).

  • Ability to present data and convey information clearly and concisely and identify trends.

  • Experience in facilitating the capacity-building efforts of diverse colleagues, including local partner agencies.

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods.

  • Fluency in English (speaking, reading, writing), and other languages are an asset.

  • Computer skills, including MS Office (Word, Excel, PowerPoint)

    Context-related skills, knowledge, and experience (shall be adapted to the specific position):

  • Strong analytical and communications skills

  • Experience and ability to train others and transfer knowledge.

  • Strong management skills (ability to demand results and be empathetic, non-defensive but decisive, firm, and resilient)

  • Familiarity with NRC’s core competencies is an asset.
