    Role Summary:

  • The Protection Team Leader will be primarily responsible for ensuring the implementation of CARB Protection and other protection activities. The purpose of the position is to coordinate and supervise the day-to-day implementation of CARB Protection activities in Leer and Mayom counties.

  • Under the direct management of the Project Manager-LFS/CARB, the Protection Team Leader will lead the implementation of and regularly monitor all CARB Protection activities in the area(s) of responsibility. S/he will spend at least 50% of his/her time in the field locations providing on job technical support to Protection teams (Officers and Assistants) who will be working under his/her direct supervision.

  • The Protection Team Leader will directly supervise the day-to-day work of Gender and Protection Officers and Assistants, provide onsite technical oversight and ensure field level quality assurance. He/she will ensure proper coordination between all aspects of the protection activities in the field allowing for an effective response and ensuring that principles of DO NO HARM, client centeredness safety, dignity, confidentiality and ethics are upheld throughout the implementation of protection activities. The position will receive technical support and guidance from the Protection Manager and Specialist.

    Generic Responsibilities:

  • Management of Protection staff in Leer and Mayom

  • Implement plan of action for delegated portfolio of Protection projects

  • Day to day follow of progress in project implementation

  • Ensure compliance with NRC policies Protection tools, handbooks and guidelines

  • Ensure project targets beneficiaries most in need, explore/asses new and better ways to assist.

  • Promote and share ideas for technical improvement

  • Prepare periodic progress reports and other documents

  • Ensure capacity building of CARB Protection staff and transfer key skills

  • Liaison and collaborate with relevant local authorities and stakeholders

  • Promote the rights of IDPs/returnees in line with the advocacy strategy

    Specific Responsibilities:

  • Act of area-level technical focal point for all Protection interventions in Leer and Mayom

  • In collaboration with the Protection Manager and Protection Specialists, provide technical support, supervision and guidance to protection teams.

  • Ensure that Protection staff adhere to best-practices and professional standards and principles through technical trainings, timely, information sharing, regular interactions etc.

  • Lead Protection teams and ensure effective planning and quality implementation of Protection activities (with a main focus on CARB protection activities) in Leer and Mayom counties.

  • Regularly track progress of protection activities and capture lessons learnt

  • Provide onsite technical oversight and guidance to Protections staff in the day-to-day implementation of Protection activities in line with the project work plan

  • Provide technical direction and monitor Protection staff in their day-to-day implementation of CARB (including other protection related) annual work plans and protection activities and other protection activities.

  • In
    close coordination with Gender and Protection Officers, coordinate services for persons experiencing protection violations including GBV.

  • Ensure staff are sufficiently trained and supported to understand the expected outcome of CARB project and support in collecting data and information for reporting and communication

  • Supervise CARB Protection staff and ensure they comply with their duty and responsibilities. Provide constructive feedback and discuss opportunities for improvement.

  • Hold monthly meetings with Gender and Protection Officers and Assistants individually to share updates, discuss challenges and successes.

  • Liaise and collaborate with relevant internal and external stakeholders including community leaders/representatives, government authorities, humanitarian actors

  • Represent NRC areal-level Protection coordination meetings and other relevant technical coordination meetings within Leer and Mayom counties.

  • Actively participate in monthly virtual CARB GBV technical working group (TWG) meetings.

  • Produce monthly progress reports on Protection activities (focus on CARB) to help keep track of main achievements, challenges and planning priorities related to (CARB) Protection activities.

  • Perform any other duty as assigned by line manager.

    Competencies:

    Professional Competencies:

  • At least one year of experience coordinating and leading the implementation of Protection including GBV activities in hard-to-reach areas.

  • At least 3 years of proven experience in implementation of protection activities and programs in hard to reach area.

  • Minimum one year of management experience at a junior-mid level, preferably with experience in the field of IDP protection working with national or international NGO.

  • Thorough understanding of best practices and strategies in protection programming (sexual and gender based violence, community based protection, protection mainstreaming)

  • Familiarity with international protection and human rights legal standards, with special emphasis on SGBV, would be a distinct advantage.

  • Excellent organizational and planning skills as well as communication and inter-personal skills

  • Demonstrated interpersonal skills and respect for people with specific needs

  • Independent work, i.e. with minimal supervision and under pressure;

  • Self-motivation, goal/result-orientation and team work;

  • Flexibility, creativeness, tolerance and maturity;

  • Computer skills i.e. MS Word, Excel, and PowerPoint

  • Full professional proficiency in English
