Position: M&E Coordinator

Reports to: Country M&E Manager

Supervision of: N/A

Duty station: Juba

Travel: 50 – 70%

Role and responsibilities

The M&E Coordinator will support monitoring, evaluation, documentation and learning components of the project and NRC Area Offices. He/she will build capacity of NRC South Sudan Area Office Staffs and Consortium partner staff in documenting replicable models that enhance learning.

She/he will lead the development of the project M&E tools, checklists, Data Quality checklists including supporting the project manager/project coordinator to produce quality reports.

He/She will take lead in documentation of projects progress and change realized through routine monitoring, project implementation following established guidelines, as well as conducting of data quality assessment, audits and verification of project data.

Generic responsibilities

  • Adherence to NRC policies, guidance and procedures.
  • Adherence with NRC's compliance with global data protection requirements
  • Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.
  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Support Program Development Unit on Information Management related needs.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.
  • Supervise and mentor M&E support staff in executing M&E plans/Matrix

    Specific responsibilities

    Programme Development

  • Support Core Competency Specialists in the development of macro logframes, ensuring that intervention logic and indicators comply with both NRC (mandatory indicators) and industry (SPHERE etc.) standards;
  • Support the M&E manager in the development of consolidated internal logframes for multi- core competency/ multi-location project proposals

    Project Monitoring, Reporting, and Information Management

  • Develop and implement systems for regular collection and reporting of project output monitoring data ensuring that data flow from collection, to reporting and analysis is efficient, effective, and accurate.
  • Maintain an up-to-date Master list of Indicators for all project output and outcome indicator targets and achievements and ensure that dataset are created in the internal DHIS 2 for NRC global outcome and output reporting (GORS).
  • Develop M&E tools for gathering information/data from the field and keep up to-date data required for timely and quality reporting.
  • Ensure project M&E matrices and monthly indicator performance tracker are completed for each CC for each are of implementation and track online reporting from field teams
  • Lead in information management to ensure complete and accurate project information are reported on timely to the Country Office by each area office with necessary disaggregation (data by area/location, core competency, gender, type of beneficiaries (IDP, refugees, host community, returnee and other).
  • Support programme staff in planning for and executing M&E activities, including data collection methodology and tools development, data management, analysis and use, clear maintenance of means of verifications and other documentations
  • Support need assessments, baseline and end line surveys, and programme evaluations particularly field data collection using digital data collection methods
  • Support the area teams to improve quality of monitoring, evaluation, and accurate reporting, including training on M&E tools, validating the quality of training and
    supervision of enumerators, data entry and analysis, reporting
  • Support the Monitoring and Evaluation Manager in the operationalization of the M&E Standard Operating Procedures and Outcome Monitoring data collection, analysis, and reporting.
  • Use Power BI as an analysis tool produce monthly visualizations of M&E output and outcome data to show project progress and achievements
  • Fulfill NRCs’ Project Cycle Management Monitoring and Evaluation (M&E) Minimum Standards based on the organization-wide guide, and country-level M&E SOP.
  • Promote adherence to NRCs’ standards, including the use of standardized indicators, M&E systems, and country and core competency specific strategic objectives. Contribute to a culture of high-quality project performance, evidence-based programming, and learning.
  • Support the M&E manager to undertake the M&E Compliance/health check for the country program
  • Support the Area Offices in gap filling as and when required and any other task assigned as needed

    Competencies

    Generic professional competencies for this position:

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • 3 years of progressively responsible experience in Project/Programme Management, development and Education Programming
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • High level English language proficiency (speaking, reading, writing)
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access, Power BI)
  • Experience using SPSS, STATA, Epi Info, or R

  • Excellent communication skills in English
  • Proven presentation, training and facilitation skills
