    Background

  • The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 60 years’ experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water and Sanitation Hygiene, Food Security, along with Information Counselling and legal Assistance (ICLA) to forcibly displaced people.

  • The South Sudan Crisis is nearing its 7th year, and the level and intensity of conflict in the country remains high. Humanitarian and protection need continue to grow inside South Sudan as a result of the ongoing conflict, and consequent complex emergency situation in which displacement is both massive and widespread.

    Role and responsibilities

  • The M&E Coordinator will help with the implementation of the USAID/BHA Activity Monitoring and Evaluation Plan (M&E Plan) and will work closely with the M&E Manager to collect and report data on the CARB/NRC GORS database and live dashboards. The M&E Coordinator is responsible for conducting routine day-to-day activity monitoring and reporting and supporting the monthly quality assurance checks of USAID/BHA CARB activities.

  • He/she is responsible for managing data collections in the implementing Area Offices, conducting trainings on data collection, cleaning and analysing data for planning and budgeting purposes, and ensuring accurate submission of data to USAID/BHA central office.

  • He/she regularly follow-up and receive monthly indicators progress tracking report and aggregate data with support from CO M&E Manager. Enter and maintain online GORS data management system; USAID/BHA database, train field team on M&E tools including monitoring tools, Kobo/mobile based data collection system, complaints/feedback mechanisms, reporting procedures and other M&E processes; Actively participate in assessment, project baseline and end line data collection.

    Generic responsibilities

  • Responsible for design, development and implementation of M&E systems, including M&E SOPs, guidance and tools.

  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for M&E.

  • Support programme staff in planning for and executing M&E, including, data collection methodology and tools and data management, analysis and use.

  • Support Program Development Unit on Information Management related needs.

  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.

  • Capacity building and training of programme and M&E support staff on M&E technical and conceptual areas.

  • Supervise and mentor M&E support staff in executing M&E plans/Matrix

    Specific responsibilities

    Monitoring and Evaluation

  • Support Project learning through supporting agreed evaluations, after action reviews, specific analysis, lessons learned reports; and further institutionalise learning in the PCM cycle

  • Provide technical support and advice programme staff on methods and tools for needs assessments and other types of research

  • Support the area teams to improve quality of monitoring, evaluation and accurate reporting, including training on M&E tools;

  • Participate in project proposal development and provide inputs on project targets setting and logical framework development;

    Information Management Systems and Storage

  • Lead the implementation and roll out of Standard Operating Procedures (SOPs), systems and procedures for (Information Management) IM systems.

  • Develop internal Indicator Reporting System (IRS), including visualizations linking with Power BI or other suitable app.

  • Support mobile data collection designs, and utilization.

  • Minimize data collection, data entry and reporting efforts through introducing digital processes/automation.

  • Handle database specific tasks such as creating queries, procedures, and functions to support application development.

    Reporting and data collection

  • Compile and consolidate all projects and indicators into our internal reporting system IRS.

  • Maintain IRS on an ongoing basis, compile and analyse project data, and optimize
    dashboards.

  • Coordinate data entry on Global Output and Outcome Monitoring System (GORS) and on IRS.

  • Follow up with sector specialists to ensure project targets are updated within Information Management IM systems.

  • Administer, monitor, and follow-up on data entered into reporting systems (IRS and GORS).

  • Design, generate, and assist with periodic reports: monthly/quarterly (GORS), or as required.

  • Conduct data quality checks and ensure the reliability and cleanliness of the data.

    Capacity building and programme support

  • Build capacity of project staffs in tools and M&E frameworks

  • Assist the project and field M&E staff with tools loaded onto IT platforms and support their use.

  • Assist in the preparation of reports with the extraction of data from IM platforms and lessons learned.

  • Contribute to training project staff to use questionnaires and/or enter data into the IM system.

  • Responsible for user administration across IM systems, including general end-user support.

  • Support the development of troubleshooting guides and guidelines for NRC staff for common IM related issues/complaints.

  • University degree in relevant university field (development studies , Information Systems Management, business administration, computer science or similar) is required with at least 3 years.

  • At least 5 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development

  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods

  • Understanding of data and information needs for program management and decision making

  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies

  • 3 years of progressively responsible experience in Project/Programme Management, development and Education Programming

  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.

  • High level English language proficiency (speaking, reading, writing)

  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access, Power BI)

  • Experience using SPSS, STATA, Epi Info, or R
