Overall Objective

  • Inform with sound and firm evidences disability rights advocacy initiatives, aimed at promoting and influencing disability inclusive policy and law reform and enactment action by the government.

    Specific Objectives

  • Provide the necessary inputs that will be used as a basis for the presentations and deliberations during policy dialogues/advocacy workshops with government actors and other stakeholders.

  • Contribute to the preparation of a disability rights and inclusion advocacy manual and training material as a frame of reference.

  • Review and analyze Ethiopian government’s policies, laws and regulations/directives, with particular attention to their limitations/constraints and gaps from the dimension/angle of disability inclusiveness.

  • Investigate the impacts of the policy and legal constraints and gaps on the performance of government duty bearers, with respect to ensuring disability rights and disability inclusiveness.

  • Examine the vulnerability status of persons with disabilities with regard to COVID 19 in a gender and rights sensitive manner, and the policy and institutional implications for informed and coordinated public response.

  • Recommend specific sets of measures that particular government actors and other stakeholders need to adopt as per their respective mandates/roles, in order to meaningfully address the disability rights and inclusion issues.

    Research Methodology

  • Being a qualitative study, the assessment will basically employ a range of methods that are appropriate or suitable for this type of research, which together reinforce and complement the body of data obtained.

  • Yet, limited use of quantitative data is also suggested and required where appropriate, to add to the validity and weight of the results.

  • Thus, the methodology will mostly cover desk review, interviews, discussions, observations and case stories, for which consultant perspectives are required concerning relevance, approach and application.

    The Scope of the Study

  • The focus of the assessment is on the review and analysis of Ethiopian government’s policy and legal/regulatory frameworks with respect to their disability inclusiveness. Hence, the research should particularly take into account legislations and related official documents at the national level.

  • However, it is also advised that selected corresponding regional regulations and guidelines be included, in order to portray the state of disability rights and disability inclusion from legal and practical perspectives at the level of regional administrations.

  • To be considered in the review and analysis are the strengths as well as limitations intrinsic to the policies and
    laws/regulations under investigation, and their impacts and the challenges relating to the practice of addressing disability rights and inclusion issues by the concerned government institutions. In addition, the extent to which policies and laws on disability rights and inclusion are enforced, and existing gaps that call for the revision or enactment of necessary legislations are aspects/areas to be covered by the assessment.

  • In this process, issues relating particularly to the rights and interests of girls and women with disabilities are to be treated with special attention, given the vulnerability of these groups to extreme forms of discrimination and denial as a result of disability and gender-related factors.

  • In the interest of a comparative analysis, a review of relevant international experience from specific countries will be carried out, and hence falls within the scope of the assessment.

  • Not least, the assessment should focus on the correlation between disability and COVID 19,with particular reference to its gender dimension, as indicated under specific objective bullet 5.

    Expected Deliverables

  • Once the consultancy service has been awarded, the consultant is expected to submit the following deliverables to NOVIB as per mutually agreed action plan and timeline.

  • An inception report that contains revised data collection instruments and a detailed activity breakdown and work schedule.

  • First draft of the report in electronic format.

  • The final study report in soft and hard copies as set out in the service contract.

  • A policy brief based on the research documents.

  • Data collection tools, recorded and transcribed materials and all written communications related to the research work.

    Job Requirements

    Required Qualifications and Competencies

  • Second degree or above in fields of study most relevant to the thematic area/issue of the research work.

  • Adequate research expertise and experience particularly on disability issues; and thorough knowledge of the subject matter.

    Additional, Not Necessarily Mandatory:

  • Willing and able to communicate and publicize the research findings through various media outlets, including social media and other platforms.

  • Having some specialization or a background in law practice, the development of policy briefs, advocacy and lobby, or media and communication.

    Other Eligibility Criteria:

  • Valid and relevant work license

  • Letters of recommendation from appropriate reference persons or institutions.
