Norwegian Refugee Council WASH Coordinator Jobs in Ethiopia

The Norwegian Refugee Council is seeking an exceptional professional to join the Ethiopia country programme in as Head of Support.



As one of NRCs largest country programmes in the East Africa & Yemen Region, the Head of Support will provide overall leadership to the Ethiopia support operations.


Our ideal candidate has 4+ years of experience in a similar role as Senior Manager; and is looking for role in which they can utilize their highly developed skills in leadership, strategic thinking and problem solving.


Job description


Generic responsibilities:

  • Line management of WASH project field staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to WASH strategy development, project proposals and provide input on needs and gaps
  • Manage and implement delegated portfolio of WASH projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to PM (AM, WASH specialist and PM)
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy


    Specific responsibilities:

  • Plan, coordinate and implement NRC both public health and engineering activities (hygiene promotion, Borehole drilling, post drilling constructions, water quality assurance, sanitation, solid waste and vector control) in the Jigjiga WASH projects for IDPs, Refugees as well as in the host community.
  • Advice on quality control of all WASH activities – travel regularly to all the NRC implementation sites assessing the adherence to the set construction and M&E procedures.
  • Assess and advise on capacity building needs within the team to ensure effective developments of the quality standards for the WASH activities.
  • Preparation of reports, guidelines and other strategic documentation.
  • Preparation and Signing of MoU from respective regional Offices
  • Attending all Cluster coordination and task force meetings
  • To lead training and hygiene promotion components to ensure
    public health activities are implemented as part of a well-coordinated one-programme approach both in the IDPs/Refugee camps and host community.
  • To ensure minimum standards of technical quality in all activities and interventions, which are technically appropriate, realistic, in line with project specific objectives and on budget.
  • Undertake contract management and tendering processes of the diverse contractors related to construction works and Public health promotion.
  • To support the work of the WASH Officers (PHP and PHEs) in engagement with communities in implementation and mechanisms to increase their level of accountability management of improved resources on completion of the project’s activities
  • To assess the quality of works, complete and incomplete and make recommendations for improvement or modification as part of an ongoing monitoring mechanism.
  • As per NRC performance management model, line manages the WASH Officers giving attention to learning and development through frequent training needs assessments (TNAs) and performance reviews.


    Qualifications


    Generic professional competencies for this position:

  • At least 5 years’ practical experience with an INGO in appropriate WASH Program preferably in IDPs camps and host community.
  • Experience in staff management and development and supervisory roles/managerial positions
  • A first degree in Environmental Health, Public health, Water engineering, Geology from recognized university/college or any other related discipline.
  • Previous experience from working in complex and volatile contexts in Somali Region
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Proven experience of effective integration of gender in public health programming
  • Excellent teamwork and interpersonal skills.

    Context related skills, knowledge and experience (shall be adapted to the specific position):


  • Knowledge of the context in Somali region
  • Local language is advantageous
  • Experience with start-up, exit of projects
