Norwegian Refugee Council WASH Cluster Co‑Coordinator Jobs in South Sudan; The WASH Cluster Co‑Coordinator ensures effective humanitarian coordination in WASH response across South Sudan. The role strengthens NGO participation in cluster activities, promotes coherent and strategic responses, and reinforces coordination effectiveness. Reporting to NRC for contractual arrangements, the Co‑Coordinator is accountable to both international and national NGO partners.

Expected Results

NGOs’ concerns and priorities are brought to the attention of the WASH co‑lead.

WASH stakeholders actively participate in cluster events.

WASH Cluster coordination effectiveness is reinforced.

General Responsibilities

Ensure compliance with NRC policies, tools, and guidelines.

Provide technical direction and project implementation support.

Build capacity of technical staff through training.

Liaise with authorities and represent NRC in forums.

Promote rights of IDPs/returnees in line with advocacy strategy.

Contribute to funding proposals, budgets, and donor reports.

Ensure technical quality and synergies in project implementation.

Specific Responsibilities

Core Function 1: Support Service Delivery

Represent NGOs in WASH Cluster meetings.

Coordinate WASH Emergency Preparedness & Response partners.

Facilitate information exchange among partners.

Encourage participation in meetings, trainings, and assessments.

Ensure equitable access to humanitarian services.

Core Function 2: Inform Strategic Decision‑Making

Contribute to HRP, CERF, SSHF, and Flash Appeal processes.

Represent NGOs in project review and defence.

Analyze operational trends and emerging needs.

Provide technical inputs to strategic planning.

Core Function 3: Planning & Strategy Development

Develop and update WASH Cluster strategies.

Ensure inclusive participation in planning.

Contribute to policies, frameworks, and contingency planning.

Core Function 4: Monitoring & Reporting

Establish monitoring mechanisms.

Track implementation and impact of WASH interventions.

Ensure timely reporting and information sharing.

Promote accountability and transparency.

Core Function 5: Advocacy & Resource Mobilization

Identify advocacy concerns and develop messages.

Support broader advocacy initiatives.

Highlight resource gaps and funding needs.

Core Function 6: Accountability & Partnerships

Maintain relationships with authorities and civil society.

Promote equitable participation

of partners.

Foster collaboration among NGOs, UN agencies, and donors.

+1 Core Function: Grant & Programme Management

Manage grants funding the co‑coordination function.

Lead proposal development for continuation or expansion.

Ensure compliance with NRC Project Cycle Management procedures.

Coordinate grant opening, reviews, and closure.

Prepare donor and organizational reports.

Monitor grant utilization and contractual commitments.

Qualifications & Competencies

Generic Professional Competencies

University degree in WASH‑related discipline.

Minimum 5 years’ humanitarian assistance experience with cluster coordination.

Field experience in WASH projects across multiple countries.

Experience in team management and capacity building.

Strong analytical, monitoring, and project management skills.

Ability to represent the cluster and build consensus.

Understanding of humanitarian response and coordination mechanisms.

Context‑Specific Skills

Knowledge of South Sudan context preferred.

Experience with UN agencies on WASH matters.

Advocacy experience in volatile contexts.

Ability to work effectively across cultures and sensitive environments.

What We Offer

Duty station: Juba, South Sudan.

Contract: 12 months (renewable based on funding and performance).

Salary/benefits: Grade 9 on NRC’s national contract.
