The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee.
We protect displaced people and support them as they build a new future. We started our relief efforts after World War Two. Today, we work in both new and protracted crises across 31 countries. We specialise in six areas: food security, education, shelter, legal assistance, camp management, and water, sanitation and hygiene.


We stand up for people forced to flee. NRC is a determined advocate for displaced people. We promote and defend displaced people's rights and dignity in local communities, with national governments and in the international arena. NRC’s Internal Displacement Monitoring Centre in Geneva is a global leader in monitoring, reporting on and advocating for people displaced within their own country.

We respond quickly to emergencies. Our expert deployment capacity, NORCAP, boasts around 1,000 experts from all over the world who can be deployed within 72 hours. Our experts help improve international and local ability to prevent, prepare for, respond to and recover from crises.

Around 6,000 men and women work for the Norwegian Refugee Council. Most of us are hired locally to work in the field, and a small number are based at our head office in Oslo. Many of our colleagues were once themselves fleeing their homes.

Responsibilities

  • Key member of the global project team delivering on the Access & Negotiations Project.
  • Development and delivery of humanitarian access trainings within the region to a diverse audience including frontline staff and key decision makers.
  • Contribute to “evidence gathering” or research on best practice related to humanitarian access and operations, to include topics on bureaucratic impediments, operations in hard to reach areas, risk mitigation measures, etc.
  • Advocate to the broader humanitarian community on issues related to access, including
    delivering workshops or presenting findings.
  • Support NRC operations and the humanitarian community in developing access strategies, drafting key messages, or building staff capacity in areas related to programming in hard to reach areas, humanitarian access, negotiations, acceptance and civil-military coordination.
  • Support to NRC Regional and Country Offices by contributing to interagency access coordination; advise on programming in high risk and/or hard to reach areas; and contribute to regional initiatives

    Requirements

  • Minimum 5 years experience in humanitarian work in conflict/post-conflict environments/volatile contexts
  • Master’s Degree in related field (or Bachelor’s with equivalent work experience)
  • Demonstrated technical knowledge of humanitarian access and familiarity with industry access tools, resources and methodologies
  • Experienced trainer and mentor with knowledge of skills development capacity
  • Demonstrated strong understanding of humanitarian principles and how to operationalize them within programming
  • Fluency in English, both written and verbal plus languages relevant to the East Africa & Yemen region an asset.
  • Demonstrable technical knowledge of and experience managing and/or advising on humanitarian access
  • Demonstrable knowledge of and experience dealing with protection concerns in high risk settings
  • Excellent writing and analytical skills
  • Strong interpersonal skills, including capability to negotiate with stakeholders
  • Experience in project management, particularly budgeting, monitoring and evaluation.
