Norwegian Refugee Council Protection Cluster Coordinator Jobs in South Sudan
General Responsibilities
Facilitate and co‑chair meetings of the national Protection Cluster with UNHCR, ensuring timely and accurate information sharing.
Ensure effective coordination of the protection response in South Sudan.
Exchange information with partners and stakeholders on protection issues, gaps, planning, and funding processes.
Represent the Protection Cluster to government, donors, inter‑cluster groups, and stakeholders.
Provide support and guidance to partners on assessments, coordination, project development, and funding utilization.
Build partner capacity through technical tools, guidance, trainings, and workshops.
Specific Responsibilities
Contribute to needs assessment, analysis, reporting, and development of strategic and contingency plans.
Ensure monitoring and reporting mechanisms are in place to track progress and outcomes.
Ensure cluster priorities are reflected in humanitarian country strategies and plans.
Support fundraising for priority needs in pooled funding processes (SSHF, CERF).
Develop internal strategic action plans to operationalize cluster objectives.
Support development and implementation of HCT Centrality of Protection Strategy.
Conduct field missions to strengthen links between national and field clusters.
Enhance monitoring, documentation, and information exchange on protection concerns.
Develop and disseminate protection tools and guidance.
Support establishment of Protection Information Management (PIM) systems.
Produce PIM products for coordination and advocacy purposes.
Identify advocacy concerns, consolidate policy positions, and support evidence‑based advocacy initiatives.
Liaise with donors to mobilize resources and update on priorities.
Promote NGO participation, especially national partners, in cluster decision‑making.
Manage the grant funding the position, including donor reporting and proposals.
Implement the grant in line with NRC’s PCM steps and tools.
What You Will Bring
Generic Professional Competencies
Post‑graduate degree in international law, political sciences, or related field.
Minimum 5 years’ experience in humanitarian emergencies on protection issues.
Strong knowledge of humanitarian principles, legal frameworks, and displacement contexts.
Experience in humanitarian coordination,
funding, and leadership mechanisms.
Strong leadership, coordination, and interpersonal skills.
Analytical, planning, drafting, advocacy, and representation skills.
Ability to work under pressure and make timely decisions.
Excellent written and oral communication in English.
Context / Specific Skills
Previous experience in South Sudan (advantage).
Ability to live and work in hardship duty stations.
Ability to meet short deadlines and travel extensively within South Sudan.
Strong communication, representation, and negotiation skills.
Cultural sensitivity and ability to work in diverse contexts.
Previous cluster coordination experience (highly desirable).
Experience in humanitarian protection programmes and advocacy.
What We Offer
Duty station: Juba, South Sudan.
Contract: 12 months (renewable based on funding and performance).
Travel: 20%.
Salary/benefits: Grade 9 on NRC’s international or national contract.
