The purpose of the position is to oversee and implement NRC’s shelter core competency, including emergency shelter and NFI, shelter repairs and reconstruction, school repair/reconstruction.

The position is based in Gedeo and West Guji zones, but covers the entire Oromia and SNNP Regions, with frequent travels to field locations within the area. Job description

  • Shelter Programme Development Manager is to be responsible design, develop and implement shelter programme in a medium size country operation, and for potential scaling up to medium/large country operation.
  • Develop/review shelter strategy, technical SOPs / guidelines and Macro LFAs
    Compliance and adherence to NRC policies, CC tools, handbooks and guidelines
  • Responsible to develop and manage funding proposals project budgets and donor reports
  • Overall management of project staff
  • Coordinate and manage shelter project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Ensure capacity building of project staff (including training) and transfer key skills
  • Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums/ cluster/working groups
  • Promote the rights of IDPs/returnees in line with the advocacy strategy.
  • Develop the shelter portfolio for the area (including emergency shelter, shelter repair, school restoration, and NFI distribution/CBI) in line with the revised country strategy.
  • Explore options of integrated programming and opportunities for developing a community-based approach for shelter reconstruction and repair for very vulnerable persons, in collaboration with education, LFS, ICLA and WASH Core Competencies;
  • Develop community/owner driven shelter programming and implementation modalities, considering local building practices and environmental impacts;
  • Ensure that NRC assists the most vulnerable persons within the conflict affected communities in line with
    humanitarian principles;
  • Provide management support to the WASH team in the area;
  • Ensure that the HLP component of ICLA is well incorporated into the shelter program and that beneficiaries obtain documentation and/or corroborative evidence regarding land ownership prior to providing support for shelter repair and rehabilitation;
  • Support and integrate gender, protection and advocacy priorities into shelter programme design;
  • Develop a strong and efficient shelter team to ensure high standard project implementation and potential expansion;
  • Liaison and close collaboration with relevant authorities (Emergency Operations Centre, zonal, woreda and kebele authorities) and other stakeholders, and represent NRC in relevant clusters.

    Qualifications

  • BSc Degree in Civil Engineering
  • Minimum 4 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts

  • College / University, Bachelor's degree

    Personal qualities

  • Technical shelter assistance expertise from rural contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Knowledge of the context in Ethiopia is an advantage;
  • Documented experience in targeted response in complex emergencies;
  • Strong experience in community driven shelter programming;
  • Experience from complex shelter/HLP programming is an advantage;
  • Strong communication/donor relation experience;
  • Valid driver’s license
  • Fluency in English, both written and verbal
    Knowledge in Amharic, or the local languages (Oromifa and/or Gedeo) is an advantage;
