The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people.

NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) has been implementing projects for Internally Displaced Persons and Refugees in Northern Uganda, West Nile and South Western respectively, since 1997.

Having smoothly phased-out by end of August 2014 in the North, NRC reopened from September 2014, to compliment efforts of the Government of Uganda and UNHCR in supporting the South Sudanese Refugees currently settled in the Districts of Yumbe, Moyo, Adjumani and Arua in West Nile.

With funding from SIDA, NMFA, ECHO and UNHCR NRC is implementing integrated projects in Yumbe, Moyo Adjumani, Arua refugee settlements. Norwegian Refugee Council in Uganda has as a result been registering an increase in its operations. It is in this light, that NRC Uganda seeks to recruit an Area Manager for its West Nile Operations.

The Area Manager is responsible for providing overall leadership of all activities within the West Nile area.

Job description Generic Responsibilities

  • Line management for senior project staff and support functions (and Field Office Coordinators) in the area
    Member of the Country Management Group (CMG)
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Provide area specific input on Core Competence strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at area level
    Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Assess needs, develop emergency response and implement response plans
  • Ensure optimal use of resources within the allocated project budgets and Core Competence strategies
  • Represent NRC and networking on area level
  • Ensure that capacity building is provided to all staff in the area
  • Ensure overall security and safety of staff in the area
  • Promote
    the rights of IDPs/returnees in line with the advocacy strategy

    Specific Responsibilities
  • Monitor the projects and ensure high technical quality and synergies
  • Prepare/verify proposals related to this sector
  • Evaluation, review and quality control of ongoing and completed projects
  • Identify trends in conditions/standards and donor priorities and assess better ways to assist
  • Training and development of staff
  • Develop partnerships in the humanitarian community and coordinate with authorities at regional and ministry level
  • Responsible for providing programme contextual analysis and needs assessment as input to Country Strategy and Contingency Plan
  • Accountable for development of Proramme strategies and Macro LFAs
  • Accountable for ensuring programme M&E according to NRCs standards
  • Lead local partners’ assessment, selection and capacity building
  • Responsible for development of funding forecasts for country programme and grants management calendar, including proposals and reporting to donors

    Qualifications
  • Minimum 5 years of experience from working as a Senior Project Manager in a humanitarian/recovery context

  • Documented Proof handling Management of Multiple projects especially at international level
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
