Job Title: Education Officer (National Position)

Reporting to: Area Manager

Job Based at: Assosa and all camps

Being an employee of the Norwegian Refugee Council (NRC) in Ethiopia the Safety and Risk Management Officer is expected to represent NRC in a responsible manner and always act in accordance with NRC’s Code of Conduct.

Background:

The Norwegian Refugee Council (NRC) is present in five regions in Ethiopia, providing refugees and internally displaced people with emergency relief and help them to rebuild their lives.

NRC works within the sectors of Education, Shelter, WASH, Livelihood and Food Security, ICLA (Information, Counselling and Legal Assistance), and Child Protection.

Roles & Responsibilities:

The purpose of the officer position is day to day implementation of the CC Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.

Generic responsibilities:

  • Implementation of the education activities according to strategy, proposals, budgets and plans
  • Break down the annual operational plans into weekly, monthly and quarterly implementation plans and be in charge of its implementation and reporting.
  • Monitor and report on the project activities and ensure compliance with plans and NRC standards
  • Ensure adherence to NRC policies and donor requirements
  • Work with the community education committees in the planning and enrollment of the activities
  • Represent NRC at camp coordination meetings and coordinate with relevant partners at the camp level.
  • Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures
    Train and develop team
  • Prepare periodic progress reports and other documents as required
  • Identify and facilitate introduction of new technology, methods and approaches in order to improve the quality of the activities

    Specific responsibilities:

  • Work across all education and livelihoods centers, AEP, FAL, and Youth Programme and prepare relevant documents as required by line manager.

  • Ensure that there are adequate supplies of all items necessary for the smooth function of the education section and raise requests when necessary.

  • Assist in the procurement of all educational and training supplies in regard to request, technical verification, collection and distribution to the required field destination

  • Liaise with finance and facilitate payments related to educational activities.

  • Facilitate travel arrangements of education staff, process and communicate the weekly travel plans, liaise between logistic team.

  • Facilitate administrative activities of training workshops; ensure that events or workshop venues are booked and that the necessary catering and stationary is available. Meetings and functions, prepare and distribute
    agenda, take minutes at internal staff team meetings and distribute minutes to relevant people within required time.

  • Identifying training needs of teachers/instructors and monitoring of them in the youth programme Methodology.

  • Supervision and Training of Centre Management Committee.

  • Collecting and compiling monthly reports from teachers, instructors and Centre Administrators.

  • Liaison with relevant authorities and communities at field and sub office level.

  • Identification and registration of learners (database)

  • Updating learners’ and teachers’ data base

  • Supervision and monitoring of teachers, instructors and Centre leaders regularly with specific focus on the skills training instructors

  • Identifying and coordinating education /training centres’ logistic needs.

  • Liaises with the Centre Management Committee (CMC) during follow up of learners and in mobilizing local resources to facilitate training.

  • Conduct assessment to identify gaps and challenges in the implementation of programs and come up with improvement plans

  • Conduct performance management to supervises at least four times in a year

  • Carryout any additional tasks assigned by the line supervisors

    Job Requirements

    Generic professional competencies:

  • A minimum of first degree in pedagogical science, educational planning, and administration, educational psychology, instructional curriculum etc……. related to field of education.

  • Postgraduate certificate or degree in the field of Education, teacher training, training of trainers, andragogy/adult training and facilitation skills and capacity development is an advantage.

  • Minimum of three years’ experience from working as a Project Officer in a humanitarian/recovery context in the area of education and livelihoods is advantage

  • Previous experience from working in complex and volatile contexts

  • Documented results related to the position’s responsibilities

  • Some knowledge of English

    Context/ Specific skills, knowledge and experience:

  • Knowledge of the context in Assosa Operation for Sudanese, South Sudanese and some Congolese Refugee

  • Knowledge of the local language is an advantage

  • Experience in vocational skills training and income generation related support with start-up packages is an advantage
