The Norwegian Refugee Council is seeking an exceptional leader to join the South Sudan country programme in the role of Country Director.

As one of the most exciting, complex and key roles in NRC’s East Africa and Yemen Region, the Country Director will provide overall leadership to the South Sudan country programme.

This is not a traditional operational emergencies role, and will appeal to experienced candidates who want to use their strategic thinking skills to implement their vision for high impacting programming in complex situations.

The position will also have a strong focus on leadership and team development.

Job description

  • Overall responsibility for all in-country activities, personnel (including staff safety & security) and the Country Management Group (CMG)
  • Develop and execute the country strategy, ensuring delivery of impact through the evolution of a strategically relevant programme portfolio
  • Secure funding for the country programme and core costs, and ensure value for money and delivery within budget
  • Provide leadership and cohesion to large and diverse country team, while establishing a working culture based on NRC core values
  • Enhance emergency response capacity and cross border programming
  • Facilitate and negotiate maximum access to hard to reach areas
  • Ensure learning, training and development of all staff, including a strategy for
    national staff development
  • Ensure adequate country structures and systems
  • National representation and coordination
  • Country level advocacy

    Qualifications

  • Minimum First Level University/Bachelors Degree in relevant field.
  • Minimum 5 years’ experience from working as a Senior Manager/Country Director in humanitarian/recovery context
  • Proof of ability in defining and delivery programme strategy
  • Experience of nurturing large and diverse teams
  • Experience from working in complex and volatile contexts
  • Success in representing organisations with media, government, donors and representative bodies.
  • Fluency in English, both written and verbal
  • Knowledge of the South Sudan context

  • Duty Station: Juba, South Sudan
  • Contract Duration: 12 months, with possible extension
