Norwegian Refugee Council Area Support Manager Jobs in South Sudan; The Area Support Manager provides strategic and operational leadership to support functions in NRC’s North Area Office and sub‑offices.
The role ensures that finance, HR, logistics/procurement, administration and ICT run efficiently, enabling quality, timely and compliant delivery of NRC’s projects to affected populations.
Generic Responsibilities
Line management of Finance, HR & Admin, Logistics and ICT staff.
Ensure compliance with NRC policies, guidance and donor requirements.
Provide strategic input to Country Strategy and Plan of Action.
Align operational support with programme plans and proposals.
Facilitate Master Budget, area budgets and BPO development.
Develop area‑specific structures, SOPs, guidelines and tools.
Build technical capacity of support staff.
Promote organisational learning related to programme support.
Ensure inclusion of cash‑based and market‑based programmes.
Specific Responsibilities
Provide strategic leadership and line management to support teams.
Strengthen operational planning and coordination with programme priorities.
Oversee financial management, budgeting, expenditure tracking and risk mitigation.
Lead development and monitoring of Master Budget.
Champion staff care, wellbeing and duty of care initiatives.
Provide oversight of fleet, transport, office and facilities management.
Ensure accountability of NRC assets
and compliance with policies.
Oversee procurement, logistics, warehousing and supply chain operations.
Ensure ICT systems support programme and operational needs.
Lead operational risk management and fraud prevention.
Ensure compliance with NRC policies, donor regulations and audit recommendations.
Provide operational input into proposals, donor budgeting and feasibility assessments.
Other Roles
Responsible for corruption mapping and mitigation practices.
Ensure support strategy rooted in staff capacity development.
Ensure SOPs and procedures are accessible to all staff.
Provide enabling environment for cash‑based interventions.
Perform other tasks as delegated by line managers.
Requirements
University degree in Finance, Accounting, Business Administration or related field.
Minimum 4 years’ experience in senior management in humanitarian/recovery context.
Proficiency in financial systems (Agresso, QuickBooks or similar ERP).
Strong understanding of donor compliance, audits and internal controls.
Experience managing HR processes and knowledge of labour laws.
Experience in complex and volatile contexts.
Documented results in resource allocation and cost management.
Knowledge of leadership skills/profile.
Fluency in English (written and verbal).
Knowledge of cash‑based and market‑based programmes.
