Norwegian People's Aid (NPA) is looking for an experienced manager to head our Rural Development Programme in South Sudan. You have strong leadership capabilities, strategic and analytical skills and with good understanding and experience from conflict areas. The Programme Manager is responsible for the planning, implementation and management of the Rural Development Programme and will work closely with the Programme Manager for Emergency Response to link relief and development activities in agriculture and other livelihood sectors. You are also part of the NPA South Sudan Senior Management Team and accountable the Country Director and to NPA Head Office (HO) in Oslo.

Responsibilities

  • Manage, implement and report on projects under the RD Programme in line with established strategies, plans and policies, and in coordination with programme staff, the management team, and advisors and managers at NPA Head Office in Oslo.
  • Coordinate strategy and day-to-day management with the Civil Society and Emergency Response Programmes.
  • Follow and improve upon monitoring and evaluation systems.
  • Manage, coach and facilitate training of programme staff.
  • Overall responsible budget holder for the RD Programme, in coordination with the Finance manager and Country Director.
  • Maintain in-country donor contact, seeking new opportunities, and for developing quality proposals.
  • Represent NPA in relevant coordination forums, such as Cluster coordination and coordination with relevant Ministries.
  • Monitor events and developments in South Sudan (development situation, politics, and security, etc.) to contribute to the overall analysis of the situation, esp. on development needs and opportunities, and security, and advice on necessary adjustments to the evolving context.
  • Initiate and conduct regular risk analyses of ongoing and planned projects under the RDP.
  • Actively participate in the Management Team for NPA South Sudan, and take co-responsibility for the overall development of NPA South Sudan.
  • Carry out other activities as requested by NPA Head Office and the Country Director.

    Qualifications

  • Relevant advanced university degree.
  • At least five years' experience, and demonstrated success at management level in an international NGO, with in food security, livelihood and emergency operations.
  • Experience from working in high-risk environments.
  • Experience in humanitarian coordination, including Clusters; ability to collaborate, network and negotiate with partners, governments, UN, donors and other NGOs.
  • Experience in incorporating gender equality and protection in programming.
  • Demonstrated success in projects designing, implementation, monitoring, evaluation and reporting.
  • Proven skills in budgeting, finance development and risk management.
  • Strong presentation and negotiation skills.
  • Good writing skills and proficiency in English language.
  • Good computer skills.
  • Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting.
  • Strong analytical skills.
  • You are a good team player.
  • You have stringh health.

  • Salary: In addition to base salary, our salary package for this position includes post allowance, hardship allowance and a hazard allowance specific for South Sudan*.
  • Accommodation: NPA will provide free accommodation.
  • Leave: We recognize the harsh conditions of working in the South Sudanese context and the need for time off to recuperate. We have an R&R rotation system in the programme, and in addition we offer five weeks' annual leave*.
  • Flights: NPA provides three international flights per year in addition to contract start and end flights.

  • Health checks: Will be provided in connection with assumption of duty, and on an annual basis.
