African Union. Since 2013 NORCAP has worked in partnership with the African Union Commission Peace and Security Department (PSD) to meet their growing demand for qualified and specialized civilian experts.

NORCAP have supported peace and security initiatives specifically in the area of peace support operations, conflict prevention, and post-conflict reconstruction and development.

Based on the AUC need of continued expertise support NORCAP is expanding the support within and beyond PSD, to also include governance and development. NORCAP and the AUC work together in choosing deployments that will further the work of the AU towards Agenda 2063.

NORCAP works to better protect and empower people affected by crises and climate change. With expertise in the humanitarian, development and peacebuilding sectors, we collaborate with local, national and international partners on finding solutions to meet the needs of people at risk. NORCAP is part of the Norwegian Refugee Council.

NORDEM is NORCAP`s programme on human rights democracy and peace. We support international organisations and operations that work in the field of human rights, democratisation and peace with qualified personnel.

In addition, we offer advice, support the transfer of experience and contribute to research. Our expertise covers such fields as good governance, democratic institutions, independence of the judiciary, judicial and legal reform, human rights, election observation and election assistance.

Main Duties and Responsibilities

  • Work towards implementation of the AU Tax and IFFs strategy, adopted by the STC, including through drafting and delivery of a multi-year tax workplan.
  • Conduct a capacity needs assessment in relation to the above workplan, proposing a resultant strategy for implementation, including around training, recruitment and funding.
  • Conduct capacity building for Member States, individually or collectively, as per the proposed strategy or on demand.
  • Monitor and report on global and regional trends and development relevant to tax and domestic revenue mobilisation, including as relates to the OECD process, for discussion by the STC Sub-Committee on Tax and IFFs.
  • Provide strategic policy advice, analysis and guidance on domestic revenue mobilisation to the Director, the Commissioner and the rest of the Department.
  • Collaborate closely with the African Tax Administration Forum on the continental agenda.
  • Where appropriate, work with other AU Commission stakeholders, for example, on the broader Covid-19 recovery agenda, encapsulated by
    the AU Green Recovery Action Plan.
  • Guide the quality assurance of policy services and foster policy innovation in tax and domestic revenue mobilisation, in order to enhance member state implementation.
  • Produce Country visit template and data collection tools.
  • Produce an African guidelines on how to effectively implement innovative Tax Administration Systems.
  • Engage with member states in order to find common positions on relevant sub-issues.
  • Coordinate with other partners in the space, including AfDB, UNECA, ICTD and a broad range of development partners in Addis and elsewhere.

    Qualifications and Experiences Required

  • A Master’s degree in a relevant subject, ideally international tax.
  • Minimum 7 years’ experience in the field of international tax policy.
  • Experience working in (or with) the Ministry of Finance or Revenue Authority of at least one
  • Member State of the African Union in tax policy and tax administration.
  • Strong analytical, presentation (oral and written) and drafting skills.
  • Experience in implementing continentally-focused strategy in difficult circumstances, with tight deadlines on reporting and briefing.

    Skills and Competencies Required

  • Ability to work within a small office in difficult circumstances, take initiative and be a team player; word processing, spreadsheet and presentation software literacy.
  • Ability to make new and useful ideas work and persuade others to follow.
  • Ability to use methods and tools to monitor international tax trends.
  • Ability to engage with other parties and forge productive working relationships.
  • Ability to efficiently handle and share information and knowledge.
  • Ability to manage complex relationships through pathways of knowledge exchange, capacity development, funding relationships and strategic engagement.
  • Ability to go above and beyond the parameters of a specific terms of reference.

    Language Requirement

  • Fluency in English and proficiency in French is required.
  • Knowledge of other African Union official languages (Arabic, Swahili and/or Portuguese) would be an added advantage
