The Norwegian Embassy in Addis Ababa is Norway’s largest foreign station in Africa, encompassing also the Permanent Mission of Norway to the African Union. The Embassy is also accredited to Djibouti. In total, we have 12 posted staff and 22 local staff, working in various areas such as consular matters, development assistance, regional matters, and the African Union.

Norway has a long-standing partnership with Ethiopia and has been a key partner in climate, forest, agriculture and education sectors. Norway is supporting the Ethiopian government’s reform agenda, with transforming the agricultural sector with focus on climate smart agriculture, and support to agricultural higher education institutions.

Norway is also a partner in Ethiopia’s fight against reduced emissions from deforestation and forest degradation and has been supporting the forest sector in Ethiopia since 2013. The aim is to conserve the remaining forest, focus on sustainable forest management, increase the forest cover and enhancement of carbon stocks.

The Embassy is looking for a dynamic and highly qualified Program Officer to join the team. The candidate must be prepared for potential adjustments to the work description.

Main Areas of Responsibility:

Grant Management of selected agreements within the Embassy’s Climate Change, Forestry and Natural Resource Management Portfolio.

Specific tasks

  • Responsible for management of programs and projects in accordance with Norwegian Grant Schemes Rules and the Grant Management Manual;

  • Assess program proposals, prepare contractual arrangements and follow up agreements with various partners, including government and CSO's;

  • Assist with the Embassy's participation in dialogues with the government and other partners, including attending meetings, conferences and workshops, prepare analytical summaries and report back to the Embassy and to the Ministry of Foreign Affairs and Ministry of Climate and Environment in Oslo;

  • Assist in the Embassy's work on planning and reporting to the Ministries in Oslo, according to the Allocation Letters;

  • Responsible for preparing and facilitating meetings in the Donor Coordination Group and support the work of the
    Climate Resilient Green Economy Forum through the Embassy’s role as co-chair;

  • Prepare communication material for the Embassy’s website and social media;

  • Follow developments in the areas of natural resources management, REDD+ and climate change, both in Ethiopia and globally;

  • Support preparations for visits, meetings, workshops and participate in other daily tasks as needed;

  • Work closely with Ministry of Finance, Ministry of Planning and Development, Ministry of Agriculture, Ethiopia Forest Development, and donors to ensure synergies between the different areas of Norwegian climate and forest engagement in Ethiopia;

  • Provide general administrative and practical support as needed.

    Formal requirements:

  • Higher university degree in relevant disciplines for the position

  • Work experience in project/program management and development cooperation is an advantage

  • Work experience from the forestry sector, natural resource management or climate change is considered an advantage

  • Broader knowledge of climate change and agroforestry will be an advantage

  • Very good communication skills in English

  • Locally employed staff, including this position, is governed by Ethiopian labor laws and regulations
