Nile Basin Initiative Monitoring, Evaluation and Learning Specialist Jobs in Uganda ; The NBI shared vision is to achieve “sustainable socio-economic development through the equitable utilization of, and benefit from, the common Nile Basin water resources.” NBI has three Centres: NBI SEC based in Entebbe, Uganda; NELSAP-CU based in Kigali, Rwanda; and ENTRO based in Addis Ababa, Ethiopia.

NBI Secretariat intends to hire a highly qualified and competent professional for the position of Monitoring, Evaluation and Learning Specialist. This is a regional recruitment position to be based at the NBI Secretariat in Entebbe, Uganda, and suitably qualified candidates from NBI Member States are encouraged to apply.

Duty Station

  • NBI Secretariat, Entebbe, Uganda, with possible travel within or outside the Basin Countries as may be deemed necessary by the Employer.

    Period of Service

  • Regional Position with an employment duration (term) of six (6) years.

  • Annual contracts are renewable based on satisfactory performance, availability of funds, and need for the services.

    Responsibilities

  • Lead the design and implementation of monitoring, evaluation, and learning frameworks for NBI programs.

  • Ensure systematic data collection, analysis, and reporting to measure program performance and impact.

  • Develop tools, guidelines, and methodologies for effective monitoring and evaluation.

  • Facilitate learning processes and knowledge sharing across NBI Centres and Member States.

  • Provide technical support to program teams in integrating MEL practices into project design and implementation.

  • Prepare periodic performance reports and contribute to strategic planning and decision-making.

    Qualifications & Experience

  • Advanced university degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, or related field.

  • Minimum of 10 years of progressive
    experience in monitoring, evaluation, and learning in regional or international organizations.

  • Demonstrated expertise in quantitative and qualitative evaluation methodologies.

  • Experience in designing and implementing MEL systems in complex, multi-country programs.

  • Strong analytical, reporting, and communication skills.

  • Familiarity with water resources management and development cooperation is an added advantage.
