Introduction

The Nile Basin Initiative (NBI) is an inter-governmental organization initiated and led by the Nile riparian countries to promote joint development, protection and management of the common Nile Basin water resources. NBI has a Shared Vision, namely: ‘to promote sustainable socioeconomic development through the equitable utilization of', and benefit from, the common Nile Basin water resources’. The NBI provides a unique forum for the countries of the Nile Basin to move toward a cooperative process to realize tangible benefits in the basin and build a solid foundation of trust and confidence.

Scope of work

  • Provide expertise and operational (hands-on) support to the strategic analysis being undertaken by the Nile-Sec.
  • Source data from NBI countries and other credible global sources to update the baseline model and database of the first phase of the strategic analysis;
  • Provide analytic/modelling support to projection of Municipal and Industrial water demands; irrigation water demands and analysis of options for water saving;
  • Further develop the Nile Basin water resources model to integrate modules on hydro-economic optimization, dam cascade operation, climate change projections and other building blocks of the strategic water resources analysis.
  • Work closely with consultants in the development of hydro-economic models and optimization modules for exploring options for economically efficient water use scenarios
  • Using the Nile Basin Decision Support System (NB DSS), develop, simulate and evaluate scenarios of cooperative water resources management and development options;
  • Using appropriate modeling tools linked to the DSS and other tools as needed, evaluate expected changes to the extent of major wetlands’ dynamics and their water balance under scenarios of water resources development and management developed as part of the second phase of the strategic analysis;
  • Prepare and submit technical and progress reports regularly
  • Prepare regular knowledge products to support stakeholder workshops and communication of results to decision makers and other stakeholders
  • Support the Water Resources Management Team of the Nile Sec in conducting awareness raising, consultation and training workshops for its governance members, expert groups and national DSS team;

    Qualifications

  • At least Masters level degree in water resources systems engineering, hydro-informatics, hydrology (with focus on water resources modeling) or closely related fields; PhD in relevant field preferable.
  • Seven (7) years of qualifying experience (after MSc degree) in river basin modeling, with focus on water balance modeling, water allocation, simulation of river-reservoir systems involving key water use systems (such as hydropower, irrigation), flood control benefits of regulation systems, rainfall-runoff modeling, climate change and optimization modeling.

    Nile Basin Initiative Regional Hydromet System Coordinator Jobs in Uganda

    Scope of work

  • Provide expertise and technical oversight to the start-up, implementation and operationalization of the regional Nile Basin Hydromet System.
  • Develop a milestone plan that outlines the approach and implementation activities, the required coordination among NBI centers, NBI member countries, Lake Victoria Basin Commission and GIZ.
  • Carry out national consultations and selected site visits for refining cost estimates of on-site works;
  • Plan, organize and facilitate consultations with national stakeholders and the regional expert working group to ensure that the final hydromet system design specs meets the requirements of each NBI member country;
  • Procure consultants and contractors for implementing the various aspects of the hydromet system;
  • Oversee the installation and testing of the hydromet system ensuring that all components work together. Ensure that the national hydrological services agencies’ field and office staff are adequately conversant with the installation,
    testing, troubleshooting and operationalization of the system;
  • Supervise the final testing and operational handing over of the hydromet system in each NBI country;
  • Develop, consult and finalize the policy guidance on the governance, budgeting, operation and maintenance and data sharing of the system.
  • Develop a monitoring system for country compliance to the agreed standards regarding (a) budgeting and O & M of the stations and (b) data exchange

    Qualification

  • At least M.Sc. (Ph.D. preferable) in water resources engineering, hydraulic engineering, hydrology, civil engineering (with specialization in hydrology or water resources) or closely related fields; Specialized training on hydro-meteorological monitoring systems design is a requirement;
  • Experience Required: At least 10 years of relevant experience (after MSc) in river basin management , water resources management; At least 8 years of experience (after MSc) with the design and implementation and management of hydro-meteorological systems; At least 5 years’ experience in delivering multi-country projects of similar nature and complexity to the Nile Basin hydromet system is required; Strong project management skills demonstrated through hands-on experience in coordination, implementation and management of complex water resources projects is required.

    Nile Basin Initiative Regional Senior Water Resources Management Specialist Jobs in Uganda

    Scope of work

  • Under the guidance of the DED/Head of BWP-WRM, provide expertise and operational oversight in the implementation of the second phase of the strategic water resources;
  • Provide technical expertise in water resources scenario analysis and planning;
  • Provide technical oversight and operations level management on specific hydrology and water resources as well as climate change studies as required in supporting development of sustainable water resources planning and management in the NBI countries and across the Nile Basin.
  • Support the conceptualization, planning and preparation of the Nile Basin water resources plans and investment program;
  • Support the organization of workshops, trainings and experience exchange events planned as part of the strategic analysis process;
  • Plan, organize and implement activities of the water resources related work streams of the Basin-Wide Program, including identification of strategic as well as operational priorities, and day to day supervision of implementation the program;
  • Ensure that water resources team is well-informed, and oversight their personal development plans. Ensure timely finalization of staff development plan as per the guidance from the DED-HBWP/WRM;
  • Support capacity development for NBI member countries in applying international best practice in water resources management

    Qualifications

  • At least M.Sc (Ph.D. preferable) in water resources engineering, water resources planning and management, hydrology, civil engineering (with specialization in hydrology or water resources) or closely related fields;
  • At least ten (10) years (after MSc degree) relevant experience in water resources planning, including significant high-level experience in leading and managing integrated water resources management and basin planning processes; particularly in a shared river-basin management context.
