Nile Basin Initiative International Request for Expression of Interest for Development of the State of the River Nile Basin Report Jobs in Uganda


Responsibilities

  • Develop the set of reporting indicators that corresponds to the thematic configuration. The indicators should reflect well the NBI Strategy and other reporting requirements.
  • Establish the baseline for the NBI Strategy (2027) high level results framework (“policy response variable”)
  • Establish the baseline for the key drivers, pressure and status indicators to be monitored under the Nile River State of the Basin reports (SOBs).
  • With NBI, collect and compile all the data and information required to develop the SOB (2018).
  • Lead the technical analysis and analytic work to develop the contents (chapters, sections and parts) of the SOB report.
  • Undertake the write up, drafting and preparation of the draft SOB document.
  • Support the intensive consultation process envisaged for the SOB (2018) development process with the NBI member states and other RECs..
  • Supervise the peer review of the final draft document.
  • Supervise the graphic design of the SOB (2018) document.
  • Finalize the SOB (2018); after editing, graphic design, and critical reviews.
  • Summarize the agreed work-process into an NBI policy guidance document for developing SoB reports, as a basis for the future rounds of reporting.

    Qualifications

  • A minimum of Ten (10) years firm's general experience in Transboundary Water Resources Planning and Management.
  • A minimum of Seven (7) years firm's general experience in the design and development of river basin state of water and environment reports, monitoring and reporting, technical analyses and documentation.
  • A minimum of Five (5) years of firm's general experience in development and preparation of comparable River Basin monitoring and reporting systems.
  • Proven experience of at least Five (5) years in developing basin monitoring and reporting indicators and baselines.
  • Relevant experience of the firm on at least Five (5) assignments with similar scope and complexity within the last 10 years.
  • Availability of appropriate skills/expertise among the consultant's staff including water resource management in transboundary basins context, transboundary river basin monitoring and reporting, water security, energy/hydropower, river basin-wide agriculture and food security, environmental sustainability, transboundary water governance, and climate change *. Individual expert's bio data is not required.*
  • Working experience in Sub Saharan Africa of at least one project during the last Five (5) years.
  • Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Expressions of Interest must clearly indicate the type of association and the lead firm.

    Nile Basin Initiative International Individual Consultant for Projection of Municipal and Industrial Water demands for the Nile Basin Jobs in Uganda

    Objective

    The overall objective of the Assignment is to contribute towards generation of strategic options for meeting the growing water demands in the Nile Basin more efficiently and sustainably.

    The specific objectives of the assignment are:

  • To develop refined baseline water demand and actual M and I water use for 2016
  • To develop projection of water demands and water use estimates for Municipal and Industrial uses for the Nile Basin in the 2050 time horizon
  • Develop viable scope for water saving from the municipal and industrial water use sectors through employment of various measures, such as demand side management, adoption of water efficient technologies and reduction of losses.

    Approach

    The projection of population and water demand shall be based on credible data and methodology commensurate with the

    intended use of the projections. The following are key elements of the approach that the Consultant is required to follow in developing the projections:

  • The projection methodology must be valid and widely acceptable, both by users of the results and demographic forecasting practitioners.
  • The projection approach must be transparent and understandable to the extent possible.
  • The projections must be replicable.
  • In keeping with state-of-the-art practice employed internationally and by NBI countries, the projections must be economically based and then linked to demographic factors in an integrated manner.
  • The projections must be able to produce population forecasts for each country to the year 2050 under high, medium, and low economic development assumptions.

    Scope of work

  • Collect and review available population and economic projection literature, data and methodology prepared by NBI countries (including national census), RECs, UN agencies, the private sector in the Nile Basin countries, the World Bank and other relevant national, sub-regional and regional entities;
  • Systematically compile and process collected data on key water uses/users for preparing the projections. Where data obtained from national sources are not sufficient, use appropriate methodology to fill in the data gaps, including use of data from credible regional and international sources;
  • Avail the systematically compiled data on key water uses to the client. The client intends to use its staff resources to prepare a database of key water uses/users in the Nile Basin for future studies and regular updating. The consultant shall supervise the preparation of database of key water uses/users;
  • Develop methodology for population and water demand projections based on review of available methodologies and the consultant’s own expert judgment; the methodology will be discussed with the client and, as needed, with a group of stakeholders from NBI countries;
  • Prepare refined estimates of baseline water demand and actual water use for 2016; this refined estimate shall be based on the estimates made by Nile-Sec for 2014 but further enhanced through new data collected under the Assignment.
