Job Brief

Reporting to the Executive Director, the Head of the Programme is responsible for managing strategic programmatic initiatives of the organization guided by the Business/ Strategic Plans.

Duties and Responsibilities

  • Take the lead of the initiation and implementation of the organization’s programme /Project activities.

  • Establish and implement structures that support efficient programme coordination.

  • Oversee the process of Program growth and development guided by the Business/ Strategic Plans.

  • Document and publish best practices of the organization’s programmes /Projects

  • Organize policy advocacy activities on key programmatic issues.

  • Provide high-level leadership of the organization’s programme unit to ensure optimal operational efficiency, program effectiveness and impact, and overall program growth and development.

  • Provide high-level leadership in overall quality management, including but not limited to: Quality Systems, Quality Assurance, Quality Planning and Quality control for all interventions and outputs of the organization’s program unit.
    Determine, set, and deliver goals and objectives for the program unit within the annual Business Planning Process and Contribute to overall business strategy and annual budget process.

  • As part of Senior Management Position, demonstrate strategic thinking, conceptualization, and professional excellence in representing the organisation’s strongly in a competitive national and global environment to enhance the organisation’s impact narrative and professional visibility.

  • Lead and embrace the on-going digital revolution the organisation – including e-project management, e-monitoring, evaluation and learning, mobile and mapping applications, remote sensing, GPS and other web-based platforms to automate and accelerate operational efficacy in the program unit.

  • Provide expert leadership in conservation finance for designing and implementing incentive models that promote Forest Landscape Restoration (FLR) as a business – including but not limited to – market-based incentives, investment partnerships, and co-financing arrangements – that promote landscape restoration and reforestation as a business.

  • Demonstrate expert understanding of the NEXUS between Biodiversity Conservation, Climate Change adaptation, and Sustainable livelihoods and, provide expert leadership in designing and implementing integrated interventions that deliver a triple-win bottom line of Biodiversity Outcomes, Climate Change adaptation and mitigation Outcomes, and Sustainable Livelihood outcomes -all as ONE package - in order to build Climate resilient communities and sustainable landscapes in partner communities around Uganda.

  • Demonstrate expert understanding of participatory methodology for community engagement towards transforming smallholder investments horizons from short to longer-term as is characteristic of forestry investments, and provide leadership in building the capacity and coordinating the landscape teams to optimize application of appropriate methodology and tools in mobilizing and empowering partner communities to embrace conservation and to self-manage towards a more sustainable future.

    General Tasks

  • Ensure the appropriate systems and procedures are established and followed, ensuring best
    practices in project management and implementation are continually developed and used with appropriate project management frameworks in place.

  • Ensure programme and project reviews are regularly and effectively conducted to drive, plan, monitor, and control the delivery of program activities to schedule, budget and to the agreed quality level.

  • Ensure adequate resource allocation to all geographical areas covered by the program to ensure coherent and well-financed field operations; and Produce and monitor budgets for all programme activities.

  • Escalate and manage programme risks and issues, as well as, Perform root cause analysis and resolve problems sustainably.

  • Attend various meetings, make quality presentations, and produce written activity reports that capture action and communicate instructions.

  • Undertake continuous training and development for program staff, and identify new business and program improvement opportunities within the organization.

  • Identify and deploy the technical skill sets available in the team, resource levels, and systems to deliver projects, including the engagement of external resources if required.

  • Monitor the completion of tasks and ensure good performance and record on appropriate systems.

  • Consistently promote high standards through personal example and roll these out through the team so that each member of the team understands the standards and behaviors expected of them.

  • Develop, implement, and manage key performance indicators (KPIs) for each area of responsibility, and ensure that the KPIs are met in alignment to the overall strategic plan, management requirements, and reporting timelines.

  • Conduct risk assessments of processes and tasks in the unit to ensure a coherent program in adherence to internal organizational controls

    Qualifications, Skills and Experience

  • Master of Science degree in natural resources management preferably in the area of ecology or any related field.

  • Mission-directed, Dynamic, Visionary, and Proactive with a good sense of judgment/discernment. At least five years’ experience preferably with an NGO at the senior management level and in rural development and /or natural resources management.

  • Project development and management, Administrative, Strategic Planning, Negotiation, Interpersonal, proposal writing (with evidence of having successfully fundraised for at least 2 programs) as well as Leadership and team building skills.
