The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards.

The International Assistance department has opened a vacancy for a WASH delegate to support Ethiopian Red Cross Society to implement recovery and resilience projects in Somali and Amhara regions.

Position title: WASH delegate

Duty station: Addis Ababa with 50% travel to project areas

Time period: 1 year (with possible extension)

Starting Date: April 2023

In this role you will support the Ethiopian Red Cross Society (ERCS) in its response, recovery and resilience programming for drought and conflict affected populations in Somali and Amhara regions, ensuring access to safe drinking water, sanitation and hygiene services, cash and other types of assistance.

Background

In Ethiopia, the Netherlands Red Cross (NLRC) is collaborating in a long term partnership program with its sister society, Ethiopian Red Cross Society (ERCS). Capacity building is a central element in our cooperation as well as support in service delivery through longer term resilience projects in the thematic areas of Disaster Preparedness for Response, Disaster risk reduction, Nature Based solutions, Water Management and WASH.

The Ethiopian Red Cross Society with the support of the Netherlands Red Cross plans to implement:

a 1 year multisectoral project to support emergency and recovery needs of drought affected populations in Somali region. The project is funded by British RC.

It is anticipated that this support will be continued and developed into more long term programming in the region.

a two years multisectoral project to support recovery needs of conflict affected populations in northern Amhara region. The project is funded by the Netherlands Ministry of Foreign Affairs.
Position in the organization

You will report to the Country Representative of NLRC based in Addis Ababa with a functional (technical) line to the WASH advisor at NLRC Headquarter responsible for Ethiopia. This position has a strong functional line with the ERCS Project Coordinator, ERCS WASH Engineer and cash focal point, and head DRR Department and his team.

Responsibilities

Project Implementation

  • Provide project and technical support in planning, implementation, monitoring and quality assurance, and reporting throughout the project cycle

  • As NLRC budget-holder, responsible for the project budget management, adequate and timely quality narrative and financial reporting according to NLRC and donor standards, developing ToRs for reviews and evaluations

  • Support ERCS to prepare key project reports for IFRC and donors to keep them informed on project progress.

  • Contribute to monitoring and evaluation, report on indicator status with timely and quality data.

  • Monitor budget and expenditure, and follow up with ERCS to ensure activities and procurements are planned in time – and ensure working advances and full accountabilities are submitted in a timely manner;

  • Monitor activities on a daily basis and coordinate with ICRC and other relevant partners in the region

  • Undertake regular monitoring or support field visits and meetings with ERCS local branches, targeted communities, local authorities and relevant humanitarian partners in assessing trends, patterns and changing needs and consequently advise on a revised Plan of Action.

  • Provide technical support (where applicable) to ERCS HQ and NS branches amongst others through monthly field visits to ensure the quality implementation of the project(s) in line with the Government of Ethiopia, IFRC, humanitarian clusters and SPHERE standards

  • Give technical advice to ERCS in implementing WASH interventions to recover the functionality of / rehabilitate / reconstruct water points or sanitation facilities according to the identified needs and opportunities

  • Encourage ERCS to base the interventions on culturally appropriate and gender sensitive concepts

  • Based on the acknowledged WASH interventions, identify suitable ways for community engagement, and as appropriate, for participation in planning, construction, operation and maintenance of WASH facilities and livelihood activities.

    Technical responsibilities in WASH

  • Support ERCS in the delivery of safe drinking water, sanitation and hygiene in a resilience perspective, in accordance with national and international humanitarian standards.

  • Give technical advice to ERCS in implementing above named WASH interventions to recover the functionality of / rehabilitate / reconstruct or install new water distribution systems or sanitation facilities, according to the identified needs and opportunities

  • Work closely with NLRC advisors and facilitate technical support to ERCS in WASH, CEA and other relevant topics

  • Encourage ERCS to base the interventions on culturally appropriate and gender sensitive concepts

  • Based on the acknowledged WASH interventions, identify suitable ways for community engagement, and as appropriate, for participation in planning, construction, operation and maintenance of WASH/water management facilities and services

  • When requested by ERCS; interact with government and partners, UN, Donors, NGOs, CSOs, etc. in the different stages of the programmes implementation

    Program Design & Development

  • Support or take the lead in the development of new projects based on incoming funding opportunities and in line with NLRC Ethiopia strategic priorities

  • Ensure synergies and coherence between all NLRC-supported interventions with the other NLRC delegates

    Representation & Coordination

  • In close coordination and collaboration with NLRC Country Representative, support ERCS in maintaining and coordinating external relations and partnerships with national and international stakeholders such as the WASH Cluster.

  • As required, represent NLRC in RC/RC Movement Coordination and collaboration meetings.

  • In execution of the above responsibilities key is to uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.

    Requirements/Qualifications

  • Advanced university degree or equivalent experience in Civil Engineering, Public Health, Hydrogeology, or Sanitation Engineering, or other related field

  • Minimum 3 years of experience working with Red Cross and Red Cross volunteers, government agencies, local authorities, international organizations, NGOs and communities in the field of water, sanitation and participatory approaches in health and hygiene promotion

  • Experience working and living in another country than your domicile

  • A minimum of 2 years’ experience of responding to emergencies

  • Experience in project and financial management and budget control minimum 3 years

  • Experience in project monitoring and accountability minimum 2 years

  • Proven experience and skills in donor reporting in English

  • Experience in coordination and networking with various stakeholders

  • Financial and narrative reporting skills minimum 2 years

  • Fluency in English (verbal and written). Good written and spoken skills in Amharic and Somali are an asset

  • Experience in participatory planning and review techniques

  • Strong capacity building and facilitation skills is an advantage

    Key competencies

    We expect the WASH delegate to be a team player, working hand in hand with its counterpart of the Ethiopian Red Cross Society. We need somebody who is able to work under challenging circumstances, and willing to travel often for longer period to the program area. A hands on person, who can take initiative, but who also understands the complex context and is able to roll out the action plan. Organizational and cultural sensitivity is a must.
