    The National Union of Disabled Persons of Uganda (NUDIPU) is an umbrella organization
    promoting the rights of Persons with disabilities in Uganda with the vision of having “A Just
    and Fair Society where Persons with Disabilities live a Prosperous and Dignified Life”.

    NUDIPU exists to advocate for the rights of persons with disabilities in a unified voice for
    improved livelihoods.

    NUDIPU, therefore, is seeking to recruit a competent and energetic Programme
    Manager, policy advocacy.

    Job Purpose

    To take overall responsibility for developing and managing the delivery of an evidence
    based Advocacy strategy across NUDIPU and establish strong partnership or collaboration with institutions and stakeholders to ensure inclusion of persons with disabilities in policy, programmes and budgets.

    Specific Tasks and Responsibilities:

  • Programme Planning, development and implementation;
  • Ensure that Human Rights & Partnerships programmes are in alignment with the NUDIPU strategic objectives.
  • Conduct research in relevant pertinent issues to build a body of knowledge and influence change at various levels and use the findings to inform programme design.
  • Policy influence and engagements
  • Coordinate research in public policy to influence change at various levels.
  • Coordinate capacity building events for members and staff on policy research/analysis.
  • Coordinate preparation of petitions, fact sheets and policy briefs in liaison with
    communication officer.
  • Ensure NUDIPU is kept informed on policy processes related to Disability issues.
  • Establish and maintain NUDIPU presence and collaboration in key line ministries,
    departments, agencies and parliament.
  • Spearhead advocacy campaigns, mobilize and organize alliances and coalitions for advocacy on specific issues.

    Human Resource Management

  • Maintain good communication, coordination and leadership of the policy Advocacy programme team.
  • Provide support supervision, set performance targets, regularly appraise and give
    feedback to policy advocacy programme staff.
  • Provide technical guidance and methodological support to all programme staff.

    Representation , Networking and Partnerships

  • Review partners mapping and profiling to establish relevant partnerships for NUDIPU.
  • Regular communication and information sharing
    with strategic partners in liaison with the director programmes.

    Qualifications required:
  • A Master’s degree in Public Policy, Human Rights or any other relevant field is a must.
  • A Bachelor’s degree in Political Science/ International Relations with bias in
    Development Studies /Public Policy/Mass Communication/Development
    communication and a related field is desired.
  • A post graduate diploma in project planning or monitoring and evaluation or management is an added advantage.

    Industry experience

  • Have a minimum of 8 years’ experience of implementing policy advocacy programmes in Uganda.
  • Good knowledge of general financial management with particular reference to budgeting and reporting.

  • Ability to develop and maintain
    relationships with various internal and external stakeholders.
  • Team player with positive attitude, flexible mind, and good coaching and motivational skills.

  • Ability to think and operate strategically and creatively.
  • Flexible, self-starter, sense of
    humour, team player, attention to detail.
  • Communication and interpersonal skills
    Lobbying and political skills: persuasive, diplomatic and articulate.
  • Ability to communicate clearly and work independently yet cooperatively in a cross-cultural setting.
