National Police Service Commission Deputy Director Human Capital Management (HR Management Services) Vacancies


Responsibilities

  • Develop and monitor the implementation of the human capital
    management strategy;
  • Develop department policies and procedures to provide guidance in the delivery of the human capital strategy in line with best practice;
  • Monitor compliance with the commission human capital policies and procedures, and the employment laws and regulations of Kenya;
  • Develop and monitor the effective utilization of the directorate budget;
  • Oversee recruitment, appointments, promotions, remuneration, staff training and development of staff;
  • Assist the Director, Human Capital Management in the management of the HR functions in the Commission;
  • Oversee the preparation of the agenda and minutes of HR committees and HR agenda for the Commission Board meetings;
  • Develop the division work plan from the human capital strategy;

    Qualifications

  • Masters degree in HR related field, Strategic Management, Business
    Administration, Public Administration or any related field from a
    recognized institution;
  • Bachelors degree in Human Resource or any Social Sciences subject
    from a recognized university with a Diploma in Human Resources;
  • Higher Diploma in Human Resources from a recognized institution
  • A member of a relevant HRM professional body;
  • Human Resource Certification;
  • Attended a Senior Management Course lasting not less than four weeks from a recognized institution;
  • Computer literacy;
  • Meets the requirements of Chapter Six of the constitution of Kenya;
  • Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization.

    National Police Service Commission Deputy Director, Human Capital Audit & Compliance Vacancies

    Responsibilities

  • Coordinate Human Resource and compliance audits to inform optimization of human resource in the Commission;
  • Coordinate the preparation of HR Audit and compliance reports on functions handled by National Police Service;
  • Undertaking investigations on the organization, administration and personnel practices in the Commission and The National Police Service;
  • Coordinate the preparation of the budget, work plan and quarterly progress report for the HR Audit and Compliance department to ensure
    that activities are on track and in accordance with the mandate of the directorate;
  • Coordinate the formulation and implementation of policies, systems and
    procedures to effectively discharge the functions of the Department in accordance with the strategic goal of the directorate;
  • Develop and implement HR Audit Compliance Standards and Procedure Manual;
  • Participate in the promotion of national and public service values and principles under Articles 10 and 232 of the constitution throughout the Service;
  • Formulation and implementation of policies, systems and procedures to effectively discharge HR Audit and compliance function within the
    department in accordance with the strategic goal of the directorate;
  • Undertake performance management assessment of staff in the department and ensure it is in line with the agreed set targets;
  • Undertake follow-up of the implementation of the Commission’s decisions in National Police Service;

    Qualifications

  • Masters degree in HR related field, Strategic Management, Business Administration, Public Administration or any related field from a recognized institution;

    National Police Service Commission Deputy Director, Legal Affairs Vacancies

    Responsibilities

  • Oversee the implementation of legal and governance policies, systems and procedures, in line with the institutions strategy to ensure the achievement of institutional strategic plan;
  • Monitor current and emerging policy, trends, technology, procedural
    and legislative developments with direct impact on the work to maintain set government regulations;
  • Lead the development and management of effective Policy and Legal working relations with relevant public entities in National and County Governments;
  • Conduct and oversee policy and legal research through working with
    Government legal office as appropriate ;
  • Spearhead multi-media public campaigns designed to extend the
    commissions legislative, legal and policy advocacy;
  • Draft contracts/agreements/leases and other legal documents;
  • Analyze and evaluate regulatory, statutory and other impact or change requirements involving the development of new/revised policy
    recommendations;

    Qualifications

  • Master Degree in Law, Business Administration or its equivalent
    qualifications from a recognized institution;
  • Bachelor’s degree in Law from a recognized institution;
  • Advocate of the High Court of Kenya in good standing;
  • Post Graduate Diploma in Law from the Kenya School of Law;
  • Member of the Law Society of Kenya;
  • Attended a Senior management Course lasting not less than four weeks from a recognized institution;
  • Computer literacy;
  • Meet the requirements of Chapter Six of the Constitution of Kenya;
  • Twelve (12) years of service of which three (3) should be in a comparable position from a reputable organization.
