National Police Service Commission Manager, Supply Chain Management Job Opportunities


Responsibilities

  • Ensure all departments and staff in the National Police Service Commission is familiar with and comply with the procurement
    guidelines;
  • Participate in the annual reporting, monitoring and tracking of procurement bid evaluation are in line with the set guidelines;
  • Oversee the annual physical inventory process as required to ensure policies and procedures are compliant.
  • Analyze purchase requests from user departments and determine the appropriate method of procurement;
  • Conduct in-depth analysis of all bids received in response to each tender, proposal and quotation to identify the response that best meets the needs of the user department;
  • Prepare recommendation for award to provide supplier debriefing sessions, when requested with unsuccessful respondents;
  • Ensures confidentiality is maintained with respect to the procurement
    process;

    Qualifications

  • Master’s degree in Commerce - Economics, Business Administration, Procurement and Supplies Management, Marketing from a recognized university;
  • Bachelor’s degree in Commerce - Economics, Business Administration, Procurement and Supplies Management, Marketing from a recognized university;
  • Diploma in Purchasing and Supplies Management / Chartered Institute of Supplies Management;
  • Registered member of Kenya Institute of Supply Chain Management;
  • Attended a Senior Management Course lasting not less than four weeks from a recognized institution; National Police Service Commission
  • Computer literacy;

    National Police Service Commission Manager, Internal Auditor Job Opportunities

    Responsibilities

  • Lead the development and implementation of the internal audit strategy for the commission;
  • Lead the preparation and implementation of the audit budget;
  • Provide leadership in and approve the overall audit plan derived from the audit strategy;
  • Provide leadership in the development and implementation of the Audit Framework;
  • Ensure the development, review and implementation of audit policies and procedures;
  • Review the annual risk based audit plan and present it to the audit committee for approval, and monitor its implementation;
  • Approve and present quality and timely audit reports to the audit committee on a quarterly basis;
  • Coordinate the activities of and provide secretarial services to the audit committee;
  • Prepare audit documentation through the update of the audit procedures on the audit working paper;

    Qualifications

  • Master’s degree in Finance, Accounting, Investment, Economics, Business
    Administration from a recognized institution;
  • Bachelor’s degree in Finance, Accounts or Economics, Business Administration from a recognized institution;
  • Certified Public Accountant of Kenya(CPAK) or Association of Chartered Certified Accountant (ACCA) or Chartered Financial Analyst (CFA);
  • Members of Institute of Certified Public Accountants (ICPAK);
  • Computer literacy;
  • Meet the requirements of Chapter Six of the constitution of Kenya;
  • Ten (10) years of service, of which three (3) should be in a comparable position from a reputable organization.

    National Police Service Commission Senior Human Capital Management Officer Job Opportunities

    Responsibilities

  • Interpret, implement and apply HR policies, standards, and procedures on human capital management matters;
  • Participate in development and review of Human Capital Management Manuals and Guidelines;
  • Participate in the preparation of the Human Capital Management budget and work plans.
  • Conduct exits interviews for staff leaving
    the Commission; National Police Service Commission
  • Train and sensitize staff on scheme of service and benefits to facilitate empowerment of staff;
  • Advice staff on all aspects of the Human Capital function which include recruitment and performance management;
  • Process injury claims as reported and forward them to service providers for timely payment;
  • Conduct end year evaluations and carryout Mid- year review to maintain HR set guidelines on performance schemes;
  • Prepare and update Complement surplus and deficit with a view of deployment of staff to address imbalance;
  • Prepare Revised Personal Emolument Budget;

    Qualifications

  • Bachelor’s Degree in any Social Science field, Business Administration and/
    or Human Resource from a recognized institution;
  • Higher Diploma in Human Resource Management;
  • Member of a Professional Body;
  • Computer Literacy;
  • Meet the requirements of Chapter Six of the Constitution of Kenya;
  • Six (6) years of service of experience;

    National Police Service Commission Human Capital Management Officer I & II Job Opportunities

    Responsibilities

  • Provide guidance on interpretation and application of HR Policies and Procedures to employees in the divisions for the attainment of set standards;
  • Validate information collected on letters of promotion, probation, appointment to ensure accuracy of data;
  • Facilitate recruitment and selection function within the Commission and
    NPS to ensure accurate numbers with capacity;
  • Secretariat to the Recruitment, Appointment and Promotions Committee or any other Committee;
  • Facilitate implementation of the recommendations of the NPSC Human
    Advisory Committee to achieve actions on decisions;
  • Compile and analyze appeals on dismissal and transfer cases to ensure policies are being followed;

    Qualifications

  • A Bachelor’s degree in Human Resource , Social Sciences such as Government, Social, Public/Business Administration;
  • Computer Literacy;
  • Meet the requirements of Chapter Six of the Constitution of Kenya;
  • Four (4) years’ of service, or similar experience in a comparable position
    from a reputable organization.
