The National Planning Authority (NPA) was established by an Act of Parliament No.15 of 2002 in compliance with article 125 of the Constitution of the Republic of Uganda (1995).
Accordingly, it is the principal statutory agency responsible for the management of national and decentralized development planning in Uganda.

The primary function of the Authority is to produce comprehensive and integrated development plans for the country elaborated in terms of the perspective Vision, Long and Medium-term Plans.

Through its external sourcing strategies and career offers, NPA Executive Authority is desirous of filling selected vacancies to strengthen its human resources capacity by recruiting dynamic and self-motivated professional individuals to complement its current staff in the effective and efficient implementation of its mandate.

Manager Strategic Planning NPA-OS-3, NPA/ ADV/03/2019 (1)

Reports to: Director Development Planning Preferred age

Limit: 30-50 years

Supervises: Senior Planner Strategic Planning and works very closely with Directors and all Sector Managers.

Purpose of the job: To lead and undertake the strategic Planning function at National level in collaboration with the Sector Managers. The officer will identify, document and utilize strategic issues critical for national development planning

Qualifications

  • An honours bachelor's degree in any of the following fields; economics, BSC with economics, economics and statistics, statistics, development economics, Economic Policy and Planning, Quantitative Economics or equivalent but relevant qualification obtained from a recognised university.
  • A master's degree in any of the following: MA Economics, MSC Quantitative economics, Economic policy and Planning, development economics or Master of Statistics.
  • Possession of additional certificates
    in closely related relevant field is an added advantage

    Experience and knowledge

  • Experience of at least ten (10) years, in Government or reputable organization. Five (5) of the 10 years should be at senior level, with clear evidence of a good management track record, including developing and sustaining linkages, working with stakeholders, and liaising with government MDAs and development partners
  • Demonstrated capacity in writing through at least 2 peer reviewed published papers.
  • Proven experience and knowledge in strategic and Development Planning, Governance and Public Sector management
  • Excellent organizational and communication skills

  • Postgraduate diploma in the following or related areas; Project Planning and Management, Monitoring and Evaluation, Business Administration, PublicAdministration and Management
  • Post Graduate Training in Finance, Investment, PPPs, Project Appraisal or a closely related discipline.
