NDMA is an agency of the Government of Kenya mandated to establish mechanisms which ensure that drought does not result in emergencies and that the impacts of climate change are sufficiently mitigated.

Recruitment

The National Drought Management Authority (NDMA) is a State Corporation established under the National Drought Management Authority Act, 2016.

The Act mandates the Authority to exercise overall coordination over all matters relating to drought risk management and to establish mechanisms, either on its own or with stakeholders, that will end drought emergencies in Kenya.

Towards realization of its core mandate, NDMA seeks to recruit various officers as listed below to be based in Nairobi or its various stations in drought-prone ASAL counties.

The Directorate of Planning, Monitoring and Evaluation is responsible for strategic planning, policy analysis/review, work planning, budgeting, research, knowledge management, organizational performance reviews; and monitoring and evaluating NDMA performance against set targets towards achievements of its goals and objectives.

Duties and Responsibilities

  • The Director Planning, Monitoring and Evaluation will be responsible to the Chief Executive Officer for all issues relating to strategic planning, performance contracting, work planning, policy research, project formulation, project analysis, policy formulation and analysis, coordination of legal and regulatory reforms, knowledge management, as well as monitoring and evaluation.

    Duties and responsibilities at this level will entail:-

  • Coordinating all planning, monitoring and evaluation activities at the Authority;
    developing, managing and ensuring safe custody of all planning, monitoring and
    evaluation databases at the Authority;
  • Initiating the formulation of a knowledge management strategy for the Authority and
    developing mechanisms which will equip it to serve at the primary source of best
    practice and institutional learning on drought management and climate change
    adaptation in Kenya;
  • Developing and maintaining a knowledge bank on drought management and climate
    change adaptation; and collaborating in research on new opportunities, either
    domestically or internationally to assist the country’s performance in strengthening
    resilience to drought and climate change;
  • Providing leadership in DRM research for evidenced based decision making;
  • Provide leadership in monitoring and evaluation of programmes and projects of the
    Authority;
  • Coordinating development of work plans and budgets for the Authority;
  • Overseeing performance management systems in the Authority;
  • Coordinating the development, implementation and review of the Authority’s
    strategic plan;
  • Preparing departmental budget;
  • Ensuring accountability and prudent management of resources and assets; and
  • Ensuring compliance with principles and values of good governance transparency,
    accountability, ethics and integrity.

    Requirements For Appointment

  • This a senior management position whose incumbent will be required to have at least twelve (12) years of relevant working experience with a minimum of six
    (6) years in a senior management and leadership position in a large public or private organization;

    For appointment to this grade an officer must have;

  • served in the grade of Deputy Director, Policy, Planning and Research or in a
    comparable and relevant position for a minimum period of three (3) years;
  • Bachelor’s degree in any of the following disciplines:- Range Management, Animal
    Prodcution/Science, Agriculture, Economics, Developmental Planning and Policy or
    any other relevant qualifications from a recognized institution;
  • Master’s degree in any of the following disciplines:- Range Management, Animal
    Prodcution/Science, Agriculture, Economic Policy Management or Environmental
    Economics from a recognized institution;
  • Certificate in Leadership Course lasting not less than four (4) weeks or its equivalent
    qualification from a recognized institution.
  • Met all the requirements of Chapter Six (6) of the Constitution of Kenya; and Article
    232 on Values and Principles of Public Service; i.e. HELB Clearance Certificate, Credit
    Reference Bureau Certificate, EACC Self-Declaration, Tax Compliance Certificate, and
    a Certificate of Good Conduct from the Directorate of Criminal Investigations.
  • Computer Literacy;
  • Proven leadership qualities, problem solving and negotiation skills, excellent team
    building and organizational skills and evidence of being a strong team player; and
  • Demonstrated thorough understanding of national goals, policies and development
    objectives and to translate them into national drought policy, planning and research.
  • A certificate in Monitoring and Evaluation will be an added advantage
