Objectives of Assignment

  • Facilitate programme implementation by supporting MMAs, CSOs and partners in their day to day activities
  • Enhance horizontal and vertical liaison among stakeholders at the district and community level
    Specific Tasks
  • In meeting the objectives of this assignment, the MRPs are expected to perform the tasks outlined below, that are further detailed in Appendix

  • Provide facilitative support to municipal environmental health officers(EHOs) and partner CSOs for effective planning, implementation, monitoring and evaluation of key sanitation and hygiene interventions
  • Update GIS sanitation database twice a month in each MMA
    Support effective urban CLTS/CDH/CLUES implementation by EHOs and partner CSOs in the MMAs: ensure that triggering sessions are conducted as per respective district triggering plan
    Ensure that EHOs and CSOs follow up once every week in triggered communities until triggered sections/clusters are declared ODF
  • Coordinate implementation of Sanitation Marketing within the MMAs
  • Coordinate and support activities during visits to MMA by UNICEF and/or its partners and consultants
  • Coordinate the establishment of task teams for SanMark, CLTS, Micro-finance M&E at MMA levels for the effective and sustainable management of the interventions
    Provide monthly and situational updates
    Methodology
  • The MRPs are expected to work with staff of the MMAs, CSOs and other government agencies at that level in a facilitative manner that ensures that capacity is built within the Government service.
  • Further they will be responsible for working together with key Government staff in a manner that ensures Government leadership and ownership.

  • The MRPs will also work closely with UNICEF's CSO partners responsible for implementing the urban project interventions in the MMAs.

    Deliverables:

    Monthly coordination meeting organized with all stakeholders, especially EHOs, CSOs (tracking progress in triggering, follow-up and toilet construction), MFIs (access to finance) and artisans/
    businesses (technical support); MCE/MCD are briefed monthly on progress.
    GIS sanitation database updated with most current data twice a month
    80% of triggering sessions as per respective district triggering plan developed by the International Consultant, completed by EHOs and CSOs by end of the assignment.
    Weekly follow-up visits to triggered sections/clusters are carried out by EHOs and CSOs, until they are declared ODF
    One sanitation fair per MMA organized featuring: sanitation businesses, sanitation products, financing options, and technology options
    Visits to the MMA by UNICEF, donor, and consultants executed according to plan
    WASH infrastructure construction in 10 schools per MMA completed, including Facilities Management Plans according to GES standards.

    Payment schedule
    The consultant will be paid on a monthly basis based on the submission of a brief (2 page) monthly activity report as well as the completion of deliverables for the period under review and based on certification of satisfactory performance by supervisor.

    Qualifications of Successful Candidate
    Education


  • A national professional with Advanced degree in Development Studies, Social Science, Engineering, Planning, Environmental Management, Public Health, Project Management or related area. Candidates with first degree and 8 years' experience could be considered
  • Years of relevant experience
  • At least 5 years progressive professional experience in a relevant WASH or Development field. Experience in coordination of project activities and field monitoring is desired

    Competencies of Successful Candidate

  • Ability to operate computer Microsoft office programs (MS Word, Excel, Power Point and Access)
  • Specific experience and knowledge of behavior change approaches(urban CLTS/CDH/CLUES) or Sanitation Marketing (Sanmark) is an advantage
  • Current residency in the relevant MMA(Ashaiman, Ho, Tamale) is an advantage
