Job Description and Responsibilities

Responsible to the Director - Research, Policy and Planning for: -

  • Supervising staff in the department;
  • Preparing the operational work plans and budget for the department;
  • Organizing and conducting training of officers in policy and planning;
  • Prepare quarterly, biannual and annual implementation reports for the department;
  • Establishing activity measures and measurements of accountability;
  • Coordinating feasibility studies for any planned projects, programmes and activities;
  • Developing, implementing and monitoring strategic plans, programs, policies, processes, systems and procedures to achieve goals, objectives and work standards of the Authority;
  • Evaluating the implementation of the Authority’s strategic plan;
  • Coordinating resource mobilization to support the Authority’s operations within the department;
  • Coordinating preparation and implementation of the Authority’s Performance Contracts;
  • Coordinating monitoring and evaluation of the Authority’s Performance Contracts;
  • Overseeing and participating in the development of the Authority’s internal policy documents and reports; and
  • Developing national policies on Alcohol and Drug Abuse (ADA).

    Job Specifications
  • At least eight (8) years working experience, three (3) of which must have been at managerial level in Research or related field;
  • Bachelor’s degree in Economics, Sociology, Strategic Management, Public Administration, Project Management or related disciplines;
  • Master’s degree in Public Policy, Economics, Sociology, Strategic Management, Public Administration, Project Management or related disciplines;
  • Certificate in a Leadership Course from a recognized institution;
  • Good interpersonal relations, high leadership qualities and integrity;
  • Demonstrated values of governance as provided in the Constitution of Kenya;
  • Must be a member of a relevant professional body in good standing;
  • Proficiency in computer applications; and
  • Demonstrated managerial, administrative and professional competence in work performance.
